- SPECIFIC PROCUREMENT NOTICE (SPN) August 29, 2023 Country: Republic of Kosovo Project Name: Poverty reduction grant (Compact) Procurement Title: Recruitment of a Training Consultant for the MESPI Capacity Building Activity Procurement Ref. Number: 23 - 4001 Type of Procurement (goods, works or services as applicable): Consultant Services (Firms) Employer: Millennium Challenge Account- Republic of Kosovo Publication Date: August 29, 2023 Submission Deadline: October 9, 2023, 15:00 h Kosovo local time The Millennium Challenge Account - Republic of Kosovo has received financing from the Millennium Challenge Corporation toward the cost of the grant aimed at poverty reduction through economic growth in Kosovo on July 15, 2022, in the amount of US $202,000,000 (the �Compact�) and a corresponding contribution from the Government of approximately US $34,670,600, and intends to apply part of the proceeds toward payments under the contract for �Recruitment of a Training Consultant for the MESPI Capacity Building Activity� MCC�s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. The Government has designated the Millennium Challenge Account � Kosovo (�MCA-Kosovo�) to oversee and implement the proposed compact program in accordance with the terms of the Compact. The Government is represented by Compact Development Team (CDT), which was formed by the GoK for the purpose of developing the Compact, pending the establishment of MCA-Kosovo. Prior to establishment of MCA-Kosovo (or any such successor to the CDT), any references to actions taken or rights received by MCA-Kosovo, including in the Form of Contract, shall be taken or received by the CDT, on behalf of the Government, and any references herein to �MCA-Kosovo� shall be deemed to mean the CDT during this period. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC�s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (�MCC�s AFC Policy�) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption. MCA-Kosovo now invites proposals from eligible Consultants for Recruitment of a Training Consultant for the MESPI Capacity Building Activity. The Services will be required for a Base Period-Preparatory Phase and 5 (five) Option Periods. Each Period will be of 12 (twelve months) except of 5th Period which is planned to be less than 12 months depending on the exact date of the signing the contract and the Compact Entry-into-Force (EIF) date. More details on these services are provided in the Terms of Reference in Section V of the RFP. Bidding will be conducted through the Quality and Cost-Based Selection (�QCBS�) method procedures as specified in the MCC Program Procurement Guidelines (PPG) and is open to all eligible bidders or consultants as defined in the PPG.
