- Description
- The purpose of this Pre-Proposal Conference is to provide prospective offerors clarifying information regarding Phase II of the subject requirement. The Pre-Proposal Conference will be held via Microsoft Teams on October 16th, 2023, at 2:00 PM EST. Registration is required through an email request to the Contract Specialist Michael Glimp at glimpmd@mcc.gov and the Contracting Officer Taylor Wolf at wolftj@mcc.gov. The subject of email must include Pre-Proposal Conference 95332423Q0029PPC. Respondents shall submit their request (business name, point of contact, and business size) as soon as possible.�� Registrations will not be accepted after 12:00 pm (Eastern Time, USA) October 12, 2023. Once the registration is received, an invitation to the Microsoft Teams meeting will be sent to the submitted email address. Participation is voluntary. All costs associated with attendance shall be at the Contractor�s expense and no reimbursement will be provided by the Government. The MCC is a US federal government agency created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. MCC is based on the principle that aid is most effective in countries that promote good governance, economic freedom, and investments in people. The MCC�s objective is to reduce poverty through economic growth in its partner countries. It provides grants, called Compacts (large value) and Threshold Programs (THP, smaller value), jointly called the Programs, designed to create measurable economic growth and incentivize better governance and open markets. Each Program is a government-to-government time-limited grants from the United States Government to the Partner country government, to be used within three to five years of the Program approval by the US Government. Each Partner country is required by MCC to establish an Accountable Entity (AE) to develop and implement the MCC grant. Prior to the setting up of the permanent AE, the Partner government assigns a government team, called the Compact Development Team (the CDT) to work with MCC in developing the Program activities. Once the Program is approved and effective, this CDT is transitioned to a semi-government unit called the Millennium Challenge Account Entity (MCA Entity). In this solicitation, the term AE refers to either or both the CDT and the MCA Entity.� The AE is required to use MCC funds for contracts that are awarded through open, competitive, and transparent procurement processes that are open to eligible firms from all countries in the world except from those countries that are sanctioned by the US Government, the United Nations or by the Partner country. These procurements are managed by the AE using the procurement guidelines and procedures established by MCC, called the MCC Program Procurement Guidelines (PPG). The PPG was drafted based on the World Bank procurement guidelines but are significantly adapted to MCC requirements. It is important to note that the AE procurements do not follow US Federal Acquisition Regulation (FAR). MCC has developed the PPG and several PPG-related documents to support the implementation of the PPG, including template Standard Bidding Documents (SBDs). These policies and procedures are developed by the MCC�s Program Acquisition and Assistance practice group (PAA) and are collectively referred to herein as the MCC Program Procurement Procedures that AEs are required to follow. Similarly, MCC�s Program Financial Services group (PFS) has developed policies and procedures that the AEs are required to follow for the management and disbursements of MCC funds that are collectively referred to herein as the MCC Program Financial Procedures. MCC requires the AEs to hire Procurement Agents (PA) to implement the Program Procurement Procedures and Fiscal Agents (FA) to implement Program Financial Procedures. The scope of this MCC-managed FAR-based contract requirement is limited to hiring the PA and FA in the initial stages of Program development and implementation, called the Interim Procurement Agent (IPA) and the Interim Fiscal Agent (IFA). Each BPA Call order will require reporting to MCC while supporting the procurement and/or financial processes of the AE as an IPA and/or IFA. The BPA Calls for IPA and/or IFA services will be between MCC and the BPA holders and will be awarded and administered by MCC�s Contracts and Grants Management Division (CGM) under the US FAR.
