Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with The University of California, Riverside, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the Fabrication of Josephson Junctions using ion beam irradiation according to the Statement of Work (SOW). Specific Requirements are attached. This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334413 � Semiconductor and Related Device Manufacturing, with a Size Standard of 1,250 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to The University of California, Riverside, for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 1st Quarter of FY24. All responses to this notice of intent must be submitted to patricia.rose@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: The Advanced Microwave Photonics (AMP) group is being funded by the NSA (agreement C0171160) to explore a new fabrication method of Josephson Junctions for quantum computing, based on ion irradiation of superconducting material. To support that project, the AMP group will design, grow, and pattern the superconducting devices and then outsource their irradiation to a third-party contractor. The fabrication of Josephson junctions via ion irradiation is an extremely advanced technique, only accessible to laboratories with the rare combination of access to the necessary equipment (Helium ion microscope) and expertise (knowledge of superconductivity, superconducting devices and helium ion microscopy). While a handful of helium microscope exist around the US and the world, only the group of Shane Cybart at the University of California Riverside combines both irradiation capability and the deep knowledge necessary to perform the service required by NIST. No other vendor would be able to create Josephson junctions using ion irradiation in a timely manner, preventing NIST for meeting it's deliverable with NSA and impacting NIST's reputation and mission. The Fabrication of Josephson Junctions using ion irradiation beams will be purchased under the authority of 41 USC 3304(a)(1) - ""Only one responsible source"" Pursuant to FAR 13.106.
