- Description
- The purpose of Global Transportation Planning (GTP) is to provide improved time-definite delivery and best-value transportation solutions to fully support combatant commanders� movement requirements.� GTP is an umbrella program that integrates and governs enterprise-to-enterprise (E2E) distribution process optimization initiatives including continuous business process improvement, process visualization and dynamic transportation decision making. The Groups Operational Passenger (GOPAX) system fulfills the operational requirement of moving groups of passengers throughout the Continental United States (CONUS) for USTRANSCOM. GOPAX continues to provide the Command�s operational capability for securing cost-effective lift for domestic group passenger movements. USTRANSCOM considers Business Process Management (BPM) enabled by Continuous Process Improvement (CPI) as foundational to support the operational outcomes required for E2E optimization of the movement of forces and sustainment, passengers and cargo, as well as achieving the capability to coordinate and synchronize Joint Deployment and Distribution Enterprise (JDDE) activities. In 2010, USTRANSCOM began BPM, technology development and integration and related data services integration in support of GTP and Groups Operational Passenger (GOPAX) systems requirements.� The Government coordinates and synchronizes these efforts as part of the overall GTP and GOPAX capabilities development. Please see the attached Request for Information (RFI) and Draft Performance Work Statement (PWS) The anticipated base period of performance is 1 October 2024 - 30 September 2025 with four 1-year option periods. The notional dates provided are for planning purposes only: Virtual Technical Capability Meetings (one-on-ones): tentatively scheduled for the week of 13 November 2023. Request for Proposals: on or about 22 Jan 2024 Proposals Due Date: on or about �28 Feb 2024 Source Selection Activities: 15 May 2024 � 24 July 2024 (e.g., evaluations, exchanges as applicable, source selection decision) Contract Award: On or about 25 July 2024 Transition Period: 1 Sep 2024 � 30 Sep 2024 NOTE: Generic capability statements received in response to this RFI will not be reviewed and will not be considered for a one-on-one meeting. White Paper: Responses to this RFI must be received by the points of contact (POC)s identified in Section 6 of the RFI no later than 10:00 AM CT on Wednesday, November 8, 2023. Request for one-on-one meeting: Meeting requests in response to this RFI must be included in the vendor�s white paper response and received by the POCs identified in Section 6 of the RFI no later than 10:00 AM CT on Wednesday, November 8, 2023. All responses to the RFI will be reviewed and utilized for market research.
