- Special Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract to Ortho Clinical Diagnostics for RESOLVE PANEL B 11X3ML. This will also be for a full-service warranty and maintenance of the new MTS workstations after the initial one-year warranty that comes with the new equipment. Contractor shall provide blood reagents that shall be used for blood typing, antigen typing, antibody screening and identification, and crossmatching blood as necessary to meet our Veterans transfusion needs. Contractor will obtain blood bank reagents that will be used to test blood components to meet standards of safety as set forth by the FDA. Supplier will then provide transportation of said blood reagents thru timely shipments to Central Texas Veterans Healthcare System as necessary to support our veterans transfusion needs. The Contractor shall provide all necessary blood bank reagents and testing blood cells required to test patients and our stock of blood units at the Central Texas Veterans Health Care System (CTVHCS), 1901 Veterans Memorial Drive, Temple, Texas 76504. Contractor shall provide two (2) New Ortho MTS Blood Bank workstations, two (2) additional worktables, MTS Tipmaster pipette tips and MTS round diluent. Additionally, contractor shall provide FDA approved ABD grouping cards, Antiglobulin testing cards and all blood bank reagents. Ortho certifies it is the sole source manufacturer and supplier of the ORTHO VISION Swift including the reagents and supplies for the proprietary ID-Micro Typing System Gel technology reagent products. Systems and reagents are FDA approved to work in unison to provide patient results. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 days from the publication of this notice, a contract will be issued to Ortho Clinical Diagnostics. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. Do NOT respond in the Interested Vendors List .
