NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT 86614623Q00017 and 86614623Q00009 Older Adult Home Modification Program Evaluation � Cohort 1 and Cohort 2 The U. S. Department of Housing and Urban Development (HUD) intends to make a sole source award to Healthy Housing Solutions, Inc. for Older Adult Home Modification Cohort 1 and a sole source for Older Adult Home Modification Cohort 2 to assess process and impact on how the grants were implemented and to track the outcomes of seniors whose homes have been modified. �The assessment of the home modification program will include how the grant was implemented, describe challenges, barriers, and successes as well as the impact of the home modifications on the recipients. � The impact on recipients will measure changes in the recipients activities of daily living (ADLs), instruments of daily living (IADLs), and any reductions in at-home falls, hospitalizations, and emergency response calls, as well as improving independence and tenure in the home over time. �� The authority permitting a sole source acquisition is FAR 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items - 41 U.S.C. 1901- Sole Source (Including brand name) Acquisitions.� Older Home Modification Cohort 1 � The period of performance is 6 months. Older Home Modification Cohort 2 � The period of performance is 48 months. NAICS Code: 541720 Research and Development in the Social Sciences and Humanities� PSC: B545 Special Studies/Analysis-Housing/Community Development � DEMONSTRATION THAT CONTRACTOR�S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES USE OF AUTHORITY CITED This requirement is a complex research study requiring data collection and analyses from multiple sources, including states and the federal regulations. The modification involves the following study tasks: (1) coordinate with HUD, (2) revisions to the appropriate sections of the study methodology including a research design, data collection, and analysis plan for all major evaluation components; (3) data collection and analysis with access to REDCap specifically programmed for this data collection; (4) communicate findings to HUD and the public through written reports for publication and internal briefings for HUD program staff and policymakers; and (5) prepare and submit final report. Healthy Housing Solutions, Inc. is the current contractor and is best suited to complete this task. This project requires documents and the data systems programmed and owned by Healthy Housing Solutions, Inc. �Additionally, Healthy Housing Solutions, Inc understands the unique relations between the grantees, the requirements of the grant program and the residents. The data collection system REDCap was created and programmed by Healthy Housing Healthy Housing Solutions, Inc for HUD. �It specifically allows the grantees to use the appropriate data for their internal requirements as well as HUD�s requirements. �The data is collected via a HIPPA secured system, which enables the grantees to collect the information on resident health as well as the data on the ADL/IADLs from recipients and grantees. �This database currently used by grantees is a secured database and non-transferable to another contractor � given the security requirements for HIPPA compliance and HUD cannot gain access to this individual level information. �Given that Healthy Housing Solutions, Inc has obtained OMB clearance for the data collection instruments and has designed a unique proprietary data collection MIS system, it is beneficial to HUD to award this to procurement to Healthy Housing Solutions Inc. To measure the impact on the recipients, data collected from recipients will need to be matched to Medicaid and Medicare data to understand the impacts on the modifications on seniors. �The data collected by Healthy Housing Solutions cannot be used by a different contractor and thus only partial data by another contractor can be used for match providing HUD with incomplete impact data. �Given that Healthy Housing Solutions keeps the data they need to complete the project, allowing them to conduct a thorough match with Medicare/Medicaid for the impact analysis. Older Home Modification Cohort 1 � It is to the Government�s benefit to allow Healthy Housing Solutions, Inc to collect data for the additional 27 grantees under Cohort 1. It is the fastest, most efficient and cost-effective method of collecting all the data to meet mandates listed in the Congressional Joint Explanatory Statement (JES).� Older Home Modification Cohort 2 � It is to the Government�s benefit to allow Healthy Housing Solutions, Inc to collect data for 25 grantees under Cohort 2. �First, the government will benefit from efficiency and cost benefits from the reduced work needed on the Research and Design and Data Collection Plan (RDDCAP) and data collection instruments. Cohort 2 has to follow the same procedures as used for Cohort 1. �Second, the government will benefit with reduced costs and time associated with the creation of a HIPPA complaint data collection software. �Healthy Housing Solutions has programmed REDCap to collect data for Cohort 1 and can be used for Cohort 2 with minor changes for the new grantees. � � THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than May 26, 2023, 2:00pm EST. Responses shall be submitted on the attached excel spreadsheet to CPOFTW@hud.gov. � Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company UEI; 3. POC name and contact information; 4. The respondent must summarize capabilities that will satisfy each minimum requirement that includes specific product(s) and services that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of completing the tasks mentioned above. 5. The subject line of the email shall state: Name of Your Company � Older Home Mod � Cohort 1� 86614623Q00017 Name of Your Company � Older Home Mod � Cohort 2 �� 86614623Q00009 It is your responsibility to demonstrate how your product(s) and services are capable of providing the same functionality that exists with Healthy Housing Solutions, Inc. mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. �
