- Description
- This is a Request for Information (RFI). The Millennium Challenge Corporation (MCC) is seeking industrys expression of interest, not quotes/proposals. Quotes/proposals received at this time will not be retained or evaluated. If this requirement is realized, a Request for Proposal (RFP) will be issued on a future date. The Millennium Challenge Corporation (MCC) was created by the U.S. Congress in January 2004 to provide time-limited grants to promote economic growth and reduce poverty in qualifying developing countries. MCCs grants are designed to complement other U.S. and international development programs, as well as create an enabling environment for private sector investment. There are two primary types of MCC grants: compacts (including concurrent compacts for regional investments) and threshold programs. Compacts are large, five-year grants for selected countries that meet MCCs eligibility criteria. Threshold programs are smaller grants focused on policy and institutional reform in selected countries that come close to passing MCCs eligibility criteria and show a firm commitment to improving their policy performance. MCC executes a wide array of different contracts (Federal Acquisition Regulation) and federal assistance awards (2 CFR 200) to support MCCs administrative functions as well as the grant development and implementation efforts. MCC has the authority to hire personal services contractors (PSCs) and has a current contract with Dynamic Pro, Inc. for the acquisition support services. The contractor hires up to 18 PSCs to assist MCC with the acquisition actions. This IDIQ contract has historically been set aside for the competitive 8(a) program and its performance period is set to expire by January of 2025. Therefore, MCC is conducting market research via this RFI to understand the industrys interest and capabilities. Please refer to the attached Draft Statement of Work (subject to change) and the Award Counter FY19-23. This will help you understand the scope of the requirement. For those interested vendors, please provide the following response to the point-of-contact noted in this posting before the due date and time: What is the name of your company? What is your Unique Entity Identifier (UEI) in SAM.gov? Which SBA small business category(ies) do you qualify under? Do you have any comments/suggestions/recommendations regarding the Draft Statement of Work (attached)? If so, please send a list. Based on the information given, what is your rough estimated annual price (cost breakout is not requested)? What are some of your innovative ideas on recruitment, retention, and/or cost-cutting approaches? We look forward to hearing from and working with you. Thank you for your interest in our requirement. Note: This is not a new requirment. The incumbent contractor is Dynamic Pro, Inc., and the task order number is 95332423F0067
