- NOTICE OF INTENT TO AWARD The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056, intends to solicit and award Sole Source, Firm-Fixed-Price, contract with a base year and four one year option periods to one Large Business (LB) source, Hologic Sales and Service, LLC (HSSL). The Hologic ThinPrep 5000 Processor equipment, reagents and consumables will be for the Gulf Coast Veterans Health Care System (GCVHCS), 400 Veterans AVE., Biloxi MS, 39531. HSSL is the Original Equipment Manufacturer (OEM) for the ThinPrep 2000 Processor equipment, reagents and consumables. HSSL possess the proprietary reagents and consumables that are made specifically for the ThinPrep 2000. The government intends to upgrade to the ThinPrep 5000 equipment, reagents and consumables. The North American Industry Classification (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by FAR 6.302-1 and in accordance with FAR 13.106-1(b)(2). The anticipated award date is November 15, 2023. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence with an AUTHORIZATION LETTER from Original Equipment manufacturer (OEM) HSSL. NOTE 1: Contractor shall be an authorize contractor for proprietary equipment, reagents and consumables to meet the government requirements and objectives per the draft Statement of work (SOW). NOTE 2: Contractor shall be an OEM authorized dealer, authorized distributor or authorized reseller for the proposed equipment, reagents and consumables verified by an authorization letter or other documents from the OEM. NOTE 3: The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Contractor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA facility upon discovery of such items. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
