- DESCRIPTION REQUEST FOR INFORMATION OFFICE OF THE CHIEF INFORMATION OFFICER MINARET Software Development Support 1������������� Introduction THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. Further, the Library of Congress (�The Library�) is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it may be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Although ""proposal"" and ""offeror"" may be used in this RFI, your response will be treated as information only. It shall not be used as a proposal. Information submitted in response to this notice will be for Library planning purposes and may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an interested offeror's capability. The Library anticipates solicitation and award of a Firm Fixed Price (FFP) contract, but reserves the right to solicit and award a different contract type if the results of this market research indicate that an alternate solicitation approach can more effectively fulfill future requirements. The Library intends to determine if any company is authorized to work within the Minaret suite of software. 2������������� Background Library Enterprises (LE) administers the distribution of the Library of Congress� (Library's) bibliographic products and services (including cataloging created by the Library, cataloging made available to the Library, or other machine-readable files available for sale from the Library), as a full cost recovery service (including personnel, space, and all other required resources) under authority of 2 U.S.C. 150. Its functions include marketing, producing, pricing, selling, and distributing, within the Library and outside, bibliographic products and services issued in hard copy, machine-readable form, print products such as Library of Congress Subject Headings (LCSH), the Library of Congress Classification Schedules (LCCS), MARC (MAchine Readable Cataloging) records, and other bibliographic listings. LE sells an online subscription product, Classification Web, powered by Minaret software (a proprietary system licensed by Minaret Corporation), which contains online access in a searchable format to LCSH and other LC-developed vocabularies, LCCS, bibliographic records, name authority records and LC-produced documentation. This product also consists of an internal system used by Library of Congress staff, for managing proposals to LSCH and other LC-developed vocabularies, as well as to LCCS. Classification Web is a critical component for future LE revenue. The contractor shall provide support, maintenance, and enhancements to Classification Web. Minaret software is used to produce and access the Classification Web product. The scope of this contract only covers support, maintenance, and enhancements (including bug fixes) that are not described in the Minaret licensing contract, which is separately procured. At any time, LE may request product enhancement and provide software development work to maintain functionality and useability. Draft Statement of Work Scope of Work Requirements: The contractor shall perform the following requirements: 1. The latest versions of the software, complete with enhancements and bug fixes, webhosting maintenance and monitoring, which are not covered in the separately procured licensing agreement; 2. Access to the Minaret Corporation Customer Services department up to (To be Determined); 3. Security related upgrades; 4. Work with the Contracting Officer�s Representative and Subject Matter Expert in providing enhancements to Minaret system to improve the overall quality, functionality and reliability of the system. 5. Configuration documents for enhancement and/or maintenance for any custom code applicable to the Library�s implementation of Minaret software. 3������������� INFORMATION REQUESTED 3.1��������� Part 1. Business Information 1.����������� Name and address of organization, Unique Entity Identifier (UEI) Number, Organization Point of Contact with phone number and email address. 2.����������� Past experience: Has your company conducted similar work for other Federal and or commercial entities? If so, identify the customer and provide the following information on similar projects completed in the last three (3) years (maximum of three examples): a.����������� Name of the client, phone number contact information, and value of the contract. b.����������� Contract type (Firm Fixed Price, Time and Materials, etc.), period of performance and total contract value. c.������������ Title, brief description of project and associated outcomes/deliverables. 3.2��������� Part 2. Response to LOC Questions 1.����������� What experience do you have working on Minaret software? 2.����������� Do you have a Maintenance service plan? If so is it tiered? Kindly provide the tiering arrangement and support levels. 3.����������� Provide a recommended methodology for invoicing for service if other than monthly. 4.����������� What other information in the Statement of Work would be beneficial to offering a viable quote. 3.3��������� Part 3. Current Customers Please provide at least one current customer using your solution. U.S. government customers are preferred. Provide the following: 1.����������� Customer organization name 2.����������� Point of Contact (POC) 3.����������� POC email address 4.����������� POC phone number 3.4��������� Part 4.
