- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Portland Health Care System (VAPORHCS), Veterinary Medical Unit (VMU): VAPORHCS has a need for a base plus four option year, firm-fixed price service contract for existing Animal Resource Management (ARM) software. Background Animal Resource Management (ARM) is a highly specialized, unique, and integral database system that the VMU purchased in 2018 (contract number36C26018P2913). In order to continue using this database, it is necessary for the VMU to renew the service contract with ARM, a proprietary software package. This software is used every day in maintaining animal inventories, research protocol information, customer invoicing, and the ability to generate in real-time animal census reports to outside regulatory agencies. Scope Renewal this service contract with ARM. Contractors will maintain the database, provide software updates, correct software patches as required. This database encompasses all work within the VMU (Buildings 101, 103 and 6) from animal census reports, animal ordering, cage-card animal identification, invoicing researchers, and the generation of reports to the United States Department of Agriculture/Animal Care (USDA), Public Health Service (PHS) administered by the National Institutes of Health (NIH), and AAALAC, International our accreditation body (Full Accreditation granted 14 June 2023. Specific Tasks OEM authorized ARM computer software engineers shall provide regular software updates, provide improvements tailored to the requirements for the VMU s needs for managing animal census reports and research protocol dates of approval, and provide software patches if needed. OEM authorized ARM computer software engineer shall be available 24/7 to assist the VMU personnel with invoicing, billing, and maintaining a budget by closing out monthly accounts. When VMU personnel require training on the use of the database, OEM authorized ARM engineers provide in-service trainings. Performance Monitoring (if applicable) Performance is continuously monitored by the Veterinary Medical Officer, the Veterinary Medical Unit Supervisor, and the VMU users of the database. Security Requirements 1) All contractor employees are subject to the same level of investigation as VA employees who have access to VA sensitive information or access to VA facilities. The background investigation includes the following requirements: 1) Completed documentation 2) Fingerprints 3) Completion of OPM s e-QIP Questionnaire. The Contractor is required to fulfill all of the security requirements. The Contractor, upon completion of fingerprinting, and an initial suitability determination, may be authorized tentative access to start the performance period of the contract, but only on condition of completion of all security requirements. This requirement is applicable to all subcontractor personnel requiring the same access. The contractor shall bear the expense of obtaining background investigations. If the investigation is conducted by the Office of Personnel Management (OPM) through the VA, the contractor shall reimburse the VA within 30 days. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) No GFE and/or GFI, will be provided to the contractor. Inspection and Acceptance Criteria Inspection and acceptance will be done by the Veterinary Medical Officer, the Veterinary Medical Unit Supervisor, and the VMU users of the database. Place of Performance ARM database is installed in the Veterinary Medical Unit computers in Building 101, rooms 643 and 602a; 3710 SW US Veterans Hospital Road, Portland, OR 97239. Period of Performance Annual base plus four option year service contract starting at date of award. Vendor shall be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller who is authorized to service the existing system, verified by an authorization letter or other documents from the OEM.
