- NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Contract to Abbott Rapid Diagnostics. Per FAR 13.106-1(b) VA requires software to support point of care glucose testing for Accuchek Inform II glucose monitors at the Erie VA Medical Center for a base year with four (4) option years, exercisable at the Government s discretion. This critical component with Software is that it interfaces with point of care glucose monitors and VistA/CPRS per the Statement of Work below. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work and licenses for Software. Capability information is required by Noon ET, Monday, October 30, 2023, to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. Statement of Work Title: RALS Software Place of Performance: Erie VA Medical Center 135 East 38th Street, Erie PA 16504 The contractor shall provide RALS Web 3 devices modules and interfacing and download sites to include: 1. Software Components: RALS-Web 3 device software module for the ACCU-CHECK Inform II Other third-party software, depending on system specifications. 2. Other Components: RALS User Documentation will be provided in the current medium. Standard Training, instruction and consultation for the Customer required for the use of the RALS STS. RALS Download Site connectivity. 3. Standard training, instruction, and consultation for the customer required for the use of the RALS modules The term of this license agreement shall commence as of the license effective date and shall remain in effect as long as the STS is licensed hereunder. The term of each license granted hereunder shall remain in effect for duration of the purchase order. Period of performance: Base plus 4 option years: Base Year 12/31/2023 12/30/2024 Option Year One (1) 12/31/2024 12/30/2025 Option Year Two (2) 12/31/2025 12/30/2026 Option Year Three (3) 12/31/2026 12/30/2027 Option Year Four (4) 12/31/2027 12/30/2028 SERVICE: The Remote Automated Laboratory Systems (RALS) Software technology System License Agreement is part of the point of care testing connectivity software that is used to post patient test results to the electronic patient record (VISTA/CPRS). The RALS software enables review and release of patient results to the LIS directly from each unit. It allows the ability to manage, update, review and troubleshoot quality control results, operator, and device issues remotely. This software allows the end user to monitor tests done at the point of care and to meet numerous accreditation requirements for laboratory tests performed at the Erie VAMC. This module is specific for the Accu-Chek Inform II. There are 21 analyzers currently connected to Erie VAMC VistA using RALS. The software license agreement ensures a continuity of services for this medical center utilizing the server which is already in place. The Technology License includes service, support, updates, and hardware maintenance. The supply of RALS-Plus for the use by Customer is governed by the terms and conditions of the RALS Software Technology System License Agreement. REPORTS: The Contractor s representative shall report to the Medical Center Police office to sign in and obtain a contractor s identification badge prior to performing any services. After obtaining a contractor s identification badge the Contractor's representative shall notify the Biomedical Engineering Department to inform them of their presences on station. Upon completion of the service, the Contractor's representative shall inform Biomedical Engineering and provide a copy of the service report. The report shall include 1) date of service 2) equipment serviced 3) action taken 4) parts replaced 5) any recommended work not covered under the service contract 6) signature of authorized VAMC official 7) copy of all pertinent data and test results against the equipment. EMERGENCY REPAIRS: 24/7 availability of technical support. REPLACEMENT PARTS: Only new standard parts (produced by the manufacturer of the equipment or equal thereto) shall be furnished and installed by the Contractor. All parts shall be of current manufacture and shall have full versatility with presently installed equipment. The Contractor must obtain approval from Biomedical Engineering before using any parts or supplies that are not covered under this contract. PAYMENTS: Payments will be made in accordance with the established delivery schedule and after receipt of properly prepared invoices. TRAINING: Before being granted access to VA information or information systems, all contractor employees and subcontractor employees requiring such access shall complete on an annual basis, as long as the contract is in place, the VA security/privacy awareness training (contains VA s security/privacy requirements) within 1 week of the initiation of the contract. Before being granted access to VA information or information systems, all contractor employees and subcontractor employees requiring such access shall sign on an annual basis, as long as the contract is in place, an acknowledgment that they have read, understand, and agree to abide by VA s Contractor Rules of Behavior which is attached to this contract. Note: If a medical device vendor anticipates that the services under the contract will be performed by 10 or more individuals, the Contractor Rules of Behavior may be signed by the vendor s designated representative. By signing the Rules of Behavior on behalf of the vendor, the designated representative agrees to ensure that all such individuals review and understand the Contractor Rules of Behavior when accessing VA s information and information systems. The contractor shall provide Biomed Engineering a copy of the completed training certificate(s). Contractors will be required to complete local HIPAA, Privacy and Infosec training prior to contract start date and provide COR copies of training certificates, per established Privacy & HIPAA Law outlined in the applicable Business Associate Agreement currently in place. PERFORMANCE MEASURES: The Contractors performance will be evaluated for each contract year. Documentation will be maintained by the technical POC on the Contractors compliance with the performance measurements. Failure to meet the performance requirements could result in the loss of future consideration for a contract. The performance measurements are: The Contractor must obtain an Identification badge, from the Police office, and notify the Biomed department of their arrival on station. This must occur each time the Contractor arrives on station to perform preventive maintenance inspections or repairs. The Contractor must perform the preventive maintenance inspections during the months scheduled, according to the contract. The Contractor will provide all service documentation to the Biomedical Engineering department. The Contractor must provide copies of the Completion Certificate for Privacy Awareness training to the technical POC. (End of Statement of Work)
