SOL# W81K04-23-R-AMAS Subject: Helicopter Emergency Medical Services (EMS) platform for Fort Liberty, NC for Army Office of the Surgeon General (OTSG) MEDCOM The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a commercial Firm Fixed Price, Single Award, Sole Source contract with Firm Fixed priced CLINs for the services of acquiring Helicopter Medical Evacuation Support Services at Fort Liberty, North Carolina. The requirement is for Non-Personal Services. Any resulting contract will be a commercial, non-personal services contract, as defined in Federal Acquisition Regulation (FAR) 37.101, under which the Contractor will perform as an independent Contractor. The Government will evaluate the quality of service provided but retains no control over the aspects of services rendered (e.g., professional judgments, diagnosis for specific medical treatment). The Contractor shall indemnify the Government for any liability producing act or omission by the Contractor, its employees and agents occurring during contract performance. This support will provide Type 3, Federal Aviation Administration (FAA), Part 135, Commission on accreditation of Medical Transport Systems (CAMTS) accredited, used for the purposes of the provision of Advanced Life Support (ALS) Helicopter Emergency Medical Service (EMS) (HEMS) within 90-days of receiving a contract award. The North American Industry Classification System (NAICS) code is 621910. This industry comprises establishments primarily engaged in providing transportation of patients by ground or air, along with medical care. These services are often provided during a medical emergency but are not restricted to emergencies. The vehicles are equipped with lifesaving equipment operated by medically trained personnel. HRCO intends to award a contract no later than November 15, 2023, for the services to begin 15 February 2024. It is anticipated that the Firm Fixed Price contract will be for 1 Year, 12-month period. The HRCO intends to solicit and negotiate only with Reach Air Medical Services, LLC (REACH), authority of Federal Acquisition Regulation 13.501-1(a)(2)(ii). This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on Thursday, 2 November 2023 will be considered by the contracting officer. The HRCO reserves the right to amend this notice if needed.
