Description
The Air Force Installation Contracting Center (AFICC)/772d Enterprise Sourcing Squadron (772 ESS) and Air Force Civil Engineering Center (AFCEC), is seeking information concerning the availability of experienced Republic of Korea (ROK) owned firms or experienced firms that have a place of business in ROK per their System for Award Management (SAM) registration, that provide construction and repair for the United States Department of Defense (DoD) Petroleum, Oil, and Lubricant (POL) systems in ROK. The NAICS code for this work is 237120, Oil and Gas Pipeline and Related Structures Construction, with a size standard of $36.5M. AFICC/772 ESS intends to solicit and award multiple�contracts for POL Tank Repair at various locations in ROK with a Rough Order of Magnitude between $1,000,000 and $5,000,000.� The solicitations are planned to occur during FY24. �DoD POL system repairs� is defined as any construction for new, additions to, repairs, or upgrades of DoD POL facilities including above ground storage tanks, underground storage tanks, cut-and-cover tanks, hydrant fuel distribution systems including pipelines, pumps, valves, hydrant and filter separators, bulk storage systems, transfer pump houses, and controls, buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, fuel truck parking areas, or generator buildings.�� The contractor will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials and supervision necessary to perform any of the above requirements. The purpose of this Sources Sought is to locate interested firms that have experience with DOD POL system work as outlined above and that are capable of performing the requirements at the various locations in ROK. Contractors experienced with DoD POL system repairs in ROK are requested to provide the following information: Company Name: Company Address: DUNS Number: CAGE Code: Firms are expected to be registered in www.sam.gov.� This registration is free and required in order to work with the US Government. Point of contact and applicable telephone numbers and e-mail addresses for each point of contact; Provide a brief summary of the work your firm has performed as a Prime Contractor on previous DoD construction contracts over the past 10�years. *As DoD POL systems are unique, please do not provide information on commercial fuels work performed.* Identify whether your firm provides all project management and oversight (i.e. direct hire Superintendent and Quality Control Manager) or if this oversight is provided by a teaming partner/key subcontractor: Please provide no more than three resumes of the following key personnel that work in your company. Site Superintendent (SS) A minimum of five years of DoD construction-related management experience A minimum of two years of field experience working on DoD POL systems Quality Control Manager (QCM) A minimum of five years of experience as a DoD Construction QCM A minimum of two years of field experience working on DoD POL system Provide a summary of construction/repair experience of Fuel systems subject to the United States Pacific Air Force (PACAF) standards, to include: Project title: Brief description: Location: Value: Denote if work was as a Prime Contractor or Subcontractor:� � Please highlight projects that were performed in Turkey. (Limit to 3 projects over the past 10�years for this response) Current proof of registration as a ROK firm capable of performing in ROK. This Sources Sought shall not be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government.� The formal solicitation(s) will be executed separately at a future date. The AFICC/772 ESS is interested at this point only in identifying interested and capable contractors for this work as part of the market research effort. Industry feedback from this submission may also be used for market research of other upcoming projects.
