- Under the Authority of FAR 6.302-1, NGA proposes to sole source contract extension for one year comprising of a six-month base period and a six-month option period, under contract number HM047619C0002 to allow for the current performance to come to a logical transition period and for the solicitation and award of a new competitive contract. The ACADIA contract was awarded in the fall of 2018 through a competitive source selection and included a base period (12 months) and four (12 month) option periods. The scope of the current work of the ACADIA contract consists of three functional categories: (1) Test Center Mission Support, (2) Test Tool Automation & Development, (3) Image Quality Services. The present contractor, Peraton Technology Services (Peraton), is the only vendor capable of continuing the highly specialized image test and evaluation services required by NGA's Integration Test and Imagery Quality office (TAC) without incurring a break in service while the Government conducts a competitive acquisition for a follow-on contract (FAR 6.302-1(a)(2)(iii)(B) Unacceptable delays in fulfilling the agency's requirements). The highly specialized capabilities provided by Peraton under the ACADIA contract include test configuration baselines, development/operation/maintenance of automated test tools, and image quality and assurance services. The Government is currently working the follow-on competition, and the draft RFP will be released soon for comment. However, the Government requires additional time beyond the current period of performance to conduct a competitive follow-on contract for the program. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
