Description: Combined/Synopsis Solicitation Technical Advisory Services: Digital Infrastructure Transaction Advisory Services Solicitation No.: 1131PL23RCP91227 Issuance Date: August 25, 2023 Questions Due: September 5, 2023 at 12:00 P.M. Arlington, VA EST Time This procurement is unrestricted and conducted in accordance with Federal Acquisition Regulation (FAR) part 12 and FAR part 15 with a small business size standard of $19.0 M annual sales under NAICS Code 541690. USTDA is a foreign assistance agency that delivers its program commitments through grants and contracts. USTDA funds project development activities (feasibility studies, technical assistance, and pilot projects) and partnership building programs (reverse trade missions, workshops, and training) that support sustainable infrastructure development and economic growth. Requests for USTDA assistance are made by either public or private sector project sponsors to support project implementation in developing and middle-income countries. The projects supported by USTDA activities represent strong and measurable development priorities in a host country and help to catalyze opportunities for the sale of U.S. goods and services. The Contractor will provide field-based Digital Infrastructure Advisors (Advisors) to support USTDA�s programming that advances the financing and implementation of priority digital infrastructure projects in emerging markets. The Advisors will identify opportunities for USTDA�s digital infrastructure project preparation, partnership building, and Global Procurement Initiative (GPI) tools. The Advisors will provide additional resources, including regulatory, governance, policy, and technical expertise, that would benefit host country public and private sector partners. In addition, in support of the Administration�s Partnership for Global Infrastructure and Investment (PGII) and complementary regional initiatives, the Advisors will serve as a resource to facilitate effective coordination between foreign beneficiaries, USTDA, other U.S. government agencies, and related digital initiatives. The Advisors will support the objectives under the U.S. Department of State�s Bureau of Cyberspace and Digital Policy (CDP) Digital Connectivity and Cybersecurity Partnership (DCCP). This solicitation is being issued in accordance with FAR 15.203. The Government will offer one award resulting from this solicitation to the offeror who is deemed responsible and is determined, based on the evaluation factors and sub factors, to represent the best value to the Government. All Offerors must be registered and have an active status in the beta.SAM database (beta.sam.gov) in order to be eligible for contract award. Offerors are reminded that failure to properly enroll in the beta.SAM database and provide accurate Data Universal Numbering System (DUNS)/Tax Identification Number (TIN) information shall make an offeror ineligible for award as described in FAR 52.204?7. Offerors may obtain information on beta.SAM registration via (beta.sam.gov). Do NOT delay submission of your offer pending receipt of a CAGE code. Any contract awarded to a Contractor who at the time of award was suspended, debarred, and ineligible for receipt of contract with Government Agencies or is in receipt of a notice of proposed debarment from any Government Agency, is voidable at the option of the Government. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees usedshall be either U.S. citizens on non?U.S. citizens lawfully admitted for permanent residence in the UnitedStates. Contractor use of subcontractors is limited to less than fifty percent of the proposed price.International transportation and insurance must have their nationality; source and origin in the U.S.,local lodging, food and transportation in the host country are not subject to this restriction. The Government intends to award a Firm?Fixed Price (Fixed Labor Rate/Labor Day) contract with Cost Reimbursable Line Items for Travel as a result of this solicitation.
