- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b) (1), with Informa Tech LLC, for the acquisition of Pure Foundry and Chinese Semiconductor Reports, 2301 West Anderson Lane, Suite 105, Austin, Texas 78757, by the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Office (CPO)� at NIST, Gaithersburg, Maryland.� Background:� In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) with $50 billion for programs to support semiconductor research, development, and manufacturing�while also investing in American workers.� These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries. Sole source determination is based on the need to procure Pure Foundry and Chinese Semiconductor Reports, a subscription service that provides quantitative analysis on semiconductor manufacturers that include information an average wafer selling price, fabricated wafers broken out by feature size. The unique characteristics of the required subscription are as follows: Foundry firm profiles: Regularly update on the capabilities of semiconductor foundry market participants. Global foundry capacity and utilization: global information on the following foundry market statistics. Total foundry capacity and utilization Foundry capacity and utilization broken out by the following feature sizes: 500nm, 350nm, 250nm, 180nm, 130nm, 90nm, 65nm, 40nm, 28-32nm, 20nm, and at or less than 16nm. Foundry revenue analysis: The following data points to be collected in a tabular format showing change over time: Foundry revenue by company Foundry revenue growth forecasts Foundry market share estimates Firm revenue by feature size Firm revenue by technology Forecasted firm revenue by feature size Estimated quarterly wafer shipments Estimated foundry wafer average selling price broken out by feature size Customer breakouts by foundry firm Sales by end-use The subscription will assist CPO in evaluating the commercial viability of potential applications that can provide data and analyze the revenue, capacity, and utilization of semiconductor fabricators and the Chinese semiconductor markets. CPO requires this information to properly review and evaluate the commercial viability of applications submitted in response to the CHIPS notice of funding opportunity; without this data CPO would not be able to meet its missions and obligations under the CHIPS Act. Also this is required to understand the global trends in the semiconductor industry.� Informa Tech LLC is the only know vendor capable in providing the required subscription. Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor�s commercial schedule. As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.� The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. The North American Industry Classification System (NAICS) code for this acquisition is 519290, Web search Portals and All other Information Services, with a size standard of 1,000 Employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations.� However, responses received by 8:00 am, ET, November 15, 2023, will be considered by the Government.�
