Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-23-AP-8316 Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Greater Los Angeles VA Healthcare System. 2237: 691-24-1-208-0017 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Department of Veterans Affairs, Greater Los Angeles VA Healthcare System, Bio-Medical Engineering Department require Corrective Maintenance and Preventative Maintenance services to their Medivator endoscopy and sterilization equipment provided by STERIS Corporation. The contract shall provide for one (1) base period of one (1) year, and four (4) option periods of (1) year. ESTIMATED PERIOD OF PERFORMANCE: BASE PERIOD: 11/01/2023 10/31/2024 OPTION YEAR 1: 11/01/2024 10/31/2025 OPTION YEAR 2: 11/01/2025 10/31/2026 OPTION YEAR 3: 11/01/2026 10/31/2027 OPTION YEAR 4: 11/01/2027 10/31/2028 The total estimated contract value is: $197,721.40. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requirement necessitates an award to STERIS Corporation, the Original Equipment Manufacturer (OEM), as they possess unique characteristics that limit availability to only one source. STERIS Corporation's sole-source status is justified due to the following factors: OEM Expertise: STERIS Corporation is the manufacturer of the Medivator endoscopy and sterilizer equipment, and they possess an unparalleled level of technical knowledge and expertise regarding their own equipment. Their in-depth understanding of the intricacies of the equipment allows them to diagnose and address issues promptly, reducing downtime and ensuring the continued functionality of the critical medical devices. Proprietary Knowledge: STERIS Corporation has proprietary information, including schematics, engineering specifications, and software codes, which are essential for the effective maintenance and servicing of the equipment. This information is not readily available to third-party service providers, making STERIS uniquely positioned to provide efficient and accurate maintenance services. Warranty Compliance: STERIS Corporation's maintenance services are specifically tailored to comply with the manufacturer's warranty requirements. Using an alternative service provider may risk voiding the warranty, which could result in financial repercussions and the potential for unreliable equipment performance. Specialized Tools and Parts: STERIS has exclusive access to the specialized tools and replacement parts required for the Medivator endoscopy and sterilizer equipment. These components are custom-designed to ensure precise compatibility and functionality, and alternative service providers would not have access to these resources. Safety and Quality Assurance: Given the critical role of this equipment in medical procedures, STERIS's intimate knowledge and quality control measures ensure that maintenance and repair services are performed to the highest safety and quality standards, thus safeguarding patient care. Due to these unique characteristics, no other service provider can match the level of expertise, warranty compliance, proprietary knowledge, and quality assurance that STERIS Corporation offers. Awarding this contract to STERIS as a sole source is the most responsible and effective course of action to ensure the continued reliability and functionality of the Medivator endoscopy and sterilizer equipment, thus supporting the critical healthcare services provided by the Greater Los Angeles VA Healthcare System. Description of market research conducted and results or statement why it was not conducted: Comprehensive market research was diligently undertaken to evaluate potential sources and assess the appropriateness of a single-source award for corrective and preventative maintenance services for Medivator endoscopy and sterilizer equipment. This research encompassed multiple key elements: SBA's VetCert Database: To uphold the Department of Veterans Affairs' commitment to working with Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), the SBA's VetCert database was utilized to identify eligible SDVOSB and VOSB service providers. The purpose was to ascertain the capability and availability of such businesses to fulfill the maintenance service requirements. Recent Market Research: The results of recent market research, specifically pertaining to requirements similar to those of corrective and preventative maintenance for medical equipment, were closely reviewed. This examination involved an analysis of past procurements to identify any new potential sources or noteworthy changes in the marketplace. The objective was to determine whether alternative sources had emerged and if they could effectively meet the Department of Veterans Affairs' needs. Government-Wide Database (www.fpds.gov): In addition to the SBA's VetCert database and recent market research, thorough queries were conducted on the Government-Wide database, www.fpds.gov, which furnished comprehensive data on existing contracts and vendors providing comparable services across various government agencies. This investigation sought to identify potential alternative sources or new entrants into the market. OEM's Sole-Source Letter: A critical element of the market research was the review and analysis of the sole-source letter provided by the Original Equipment Manufacturer (OEM), STERIS Corporation. This letter unequivocally stated STERIS's sole-source status, confirming their unique position as the OEM and sole-source service provider for Medivator endoscopy and sterilizer equipment maintenance. The letter further underscored STERIS's unmatched expertise, access to proprietary information, and specialized tools, which make them the singularly qualified provider for these essential services. In light of the extensive market research undertaken, it has been determined that no other capable and reliable sources exist in the marketplace that can effectively meet the highly specialized requirements for corrective and preventative maintenance of the Medivator endoscopy and sterilizer equipment. Consequently, the single-source award to STERIS Corporation is not only warranted but is the most prudent course of action to ensure the consistent, high-quality maintenance of these critical medical devices. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b)(i). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
