Description
SUBJECT: Special Notice of Intent to Award a Sole Source Order This is a notice of intent to award a sole-source purchase order for commercial services and is not a request for competitive quotes. The statutory authority for this sole-source procurement is FAR 13.106-1(b)(1)(i). Subpart 13.5 is not applicable. The U.S. Environmental Protection Agency (EPA) intends to award a Sole Source, Firm Fixed Price, Purchase Order to Aerodyne Research, Inc., 45 Manning Road Billerica, MA, USA 01821-3934. The EPA Office of Research and Develpoment/Air Quality Branch has a requirement for Time-of-flight Aerosol Chemical Speciation Monitor (ACSM) and 2-year extended warrant. It is the Government�s belief that the manufacture does not certify third party technical service providers for this instrumentation, thus Aerodyne Research is the only technically qualified vendor available to provide the Time-of-Flight Aerosol Chemical Speciation Monitor. It is further believed by the Government that Aerodyne Research is the only sole supplier and inventors of the Aerosol Chemical Monitor technology. The mass spectrometric technology used for quantification of non-refractory aerosol mass in the ACSM is a unique combination of efficient aerosol sampling into high vacuum with particle vaporization, electron impact ionization, and mass spectrometry. The technology is not available from any other commercial sources. The U.S. EPA intends to purchase Aerosol Chemical Seciation Montior technology and the 2-year extended warrant from Aerodyne Research for the following instrumentation: Manufacturer Model Quantity Time of Flight Aerosol Chemical Speciation Monitor 1 ea PM 2.5 Lens 1 ea Sampling System 1 ea Dryer System 1 ea On-site Training and Installation On-site Training and Installation Two Year Extended Warranty Annual Technical and Application Support The Government is not requesting a competitive quoted price or cost proposal, thus serial numbers are not made available for response to this notice. Interested parties may respond to this notice with prospective capability to meet this requirement. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any costs incurred in the preparation and submission of a response to this notice. Feedback or written evaluations are not provided to interested parties regarding their submissions. A determination to compete or not compete this requirement, based upon any information provided in response to this notice, is solely within the discretion of the Government.
