Description
SOURCES SOUGHT: The VA Brockton Campus requires a contractor to provide professional services to provide all equipment labor and materials for Project # 523A5-24-012 Upgrade Perimeter Fencing. Upgrade and Installation of the facilities Perimeter Fencing for the Brockton VAMC Campus located at 940 Belmont St. Brockton, MA in accordance with the Statement of work, Specifications, Drawings, Federal, State, and Local Codes. Contractor to provide all equipment Labor and materials for upgrade and install perimeter fencing. The Work includes, but is not limited to: general construction, site surveying, grading & sloping, vegetation & tree removal, drilling/boring, safety, infection control measures, environmental protection, testing laboratory services, quality control, construction waste management, earth moving, excavation & trenching, concrete, underground utility locating/GPR, perimeter security fence, schedule management and seeding. BACKGROUND & DESCRIPTION OF WORK NRM project 523A5-13-309 Brockton Site Security Installation, completed in 2017, installed approx. 2.5 miles of new perimeter security fence around most of the Brockton VAMC campus. At the time of construction, the new perimeter security fence had only connected to the nearest fence posts of the U.S. Army Reserve Training Center s chain-linked-fence at the West part of campus, as depicted on the provided drawing C100_FENCE. The U.S. Army Reserve Training Center has vacated, the property is now under new management and the Dept. of Veterans Affairs has priority to complete the perimeter security fence at this specific location on campus. The contractor will install new security fence & posts to match the existing Ameristar Palisade perimeter fence between the West portion of campus near Manley Street and Mayflower Road connecting to the existing security fence corner and continuing towards Cape Code Road and Parking Lot P(27) to make a complete perimeter fence. The contractor will reference the previous project 523A5-13-309 Brockton Site Security Installation documents being provided as part of the project documents. Site Notes CN101, Site Plan & Fence Details C101, Specification sections (010000, 013526, 014529, 033000, 312000 and 323153), Survey Plans, Sketches & record submittals (Fence Footing Concrete, Palisade Fencing) are being provided. All applicable project documents will be provided during the solicitation phase. The existing Security Fence is manufactured by Ameristar | Assa Abloy. The Palisade Perimeter Fence around the campus perimeter, is the Ameristar Impasse II High Security Steel Fence 3-Rail-Trident-Panel in black. The contractor is responsible for acquiring a contract with an authorized Ameristar fence contractor to complete the work installing the proprietary fence brand. Ameristar has a website to find a contractor (ameristarperimeter.com). The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs, WOSBs, and Small Businesses that have the experience with this type of work and if such firms are interested in this procurement. The magnitude of construction is between $300,000. and $500,000. The NAICS code is 238990 and the small business size standard is $19 Million. Interested firms should indicate their interest to the Contract Specialist, Scott Doucette, no later than 09:00 a.m. EST on 11/24/2023 via email to scott.doucette@va.gov The following information is required in response to this notice: (1) A positive statement of your intention to submit a proposal in response to a solicitation for this project. (2) Unique Entity Identifier (UEI). (3) Provide one example of a recent project within the last 5 years of similar size and scope showing experience with the requirements of this project description. (5) Prime shall provide proof of bonding capacity for a project of this magnitude. (6) Prime shall provide proof of insurance for a construction project of this magnitude. Interested firms shall hold an active SAM registration. Visit www.sam.gov to register in this database. SDVOSB or VOSB firms shall be verified by https://veterans.certify.sba.gov/ The Network Contracting Office 1 looks forward to interest of well-qualified new entrants to contracting with the Veterans Health Administration including the interest of SB and WOSB contractors, and especially responses from verified SDVOSB/VOSB Firms. All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms. Failure to submit all information requested in addition to the below form will result in a contractor not being considered as an interested concern. If adequate interest is not received by 09:00 a.m. EST on 11/24/2023, this action will not be set-aside for SDVOSBs, VOSBs, WOSBs, or Small Business firms.
