Description
To meet the regulatory obligations under Dodd-Frank the Bureau�s Office of Human Capital (OHC) is actively engaged in attracting and retaining a diverse and qualified professional workforce. OHC leverages talent acquisition services from multiple digital media providers to maintain a virtual presence as an employer of choice, conduct outreach to potential employment candidates, and build recruitment pipelines. Subscriptions to digital media platforms is essential in the Bureau building outreach relationships with prospective job candidates, both within the existing job market and recent graduates/students. �In particular, Handshake is a major recruitment outreach and job board aggregator specializing in outreach to recent graduates and students. The Handshake platform provide the Bureau access a population of 13+million active college students and recent alumni, as well as partnerships with 1,400 colleges and universities. Student and recent graduate outreach is a key components of the Bureau�s staffing planning and talent acquisition strategies. Such outreach allows the Bureau access to candidates well positioned for entry level and career ladder positions. These candidates further help the agency build staffing resources necessary for long-term succession/workforce planning, and adapt to changes in the job market and/or mission requirements. � With the limited resources for recruitment this is a critical function and vital for our success in both engaging with prospective candidates and building talent pipelines. In maintaining these services with the vendor, the Bureau will continue to increase our visibility to the best candidates with specialty job board networks as well as broaden our talent pipelines. This further allows the Bureau to maximize outreach and engagement efforts without having to build a new presence on competing platforms. In return, OHC is able to expand the reach of limited talent acquisition resources and maximize Bureau presence amongst competing employers. Maintaining existing resources and our presence on the Handshake platform thus presents the Bureau with financial incentives and minimizes funding requirements. Handshake provides access to uniquely large and well-connected population of active student, recent graduates, and institutions. Continued utilization of the program, with the upgrade to the premium package, would ensure the Bureau has a robust, diverse pool of student and recent graduate hires that will produce a strong return on investment, as well as a sustainable recruiting pipeline for the future. �The Bureau has an existing presence on the Handshake platform and is already actively engaged with its user population. This allows the Bureau to build upon an existing presence within the marketplace. In turn, our limited recruiting resources can spend more time engaging with prospective candidates and leveraging existing candidate pipelines, as opposed to building a new virtual presence on a new platform. Handshake also provides uniquely large user base of student, recent graduates, and higher education institutions to engage with the next generation of the workforce. This focus on recent graduate and student outreach also helps the Bureau market its student programs and access potential employees in demographics key to longer-term workforce/succession planning. Due to the robust nature of this hiring tool for college graduates, the OHC has determined Handshake is the only vendor that can meet the Bureau's needs.� This is not a solicitation; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no later than November 20, 2023.
