Description

Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate a delivery order to RDA Inc., 107 N Broad St. Doylestown, PA 18901-3755, on a Basic Ordering Agreement (BOA) on an other than full and open basis. NAVAIR intends to procure software and hardware upgrades to the Low-Cost Acoustic Processor (LCAP) engineering tool suite. This will include software and hardware product design, development, test, evaluation, installation, integration, participation in Airborne (Air) ASW platform prototype and development efforts, off-site field testing for Research & Development (R&D), Developmental Test (DT) and Operational Test (OT), data analysis, documentation, and support. The anticipated period of performance for this action is five years which includes options. � The authority permitting other than full and open competition is provided in 10 U.S.C. 3204 (a)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.� A request for sources sought was issued under the BOA on 24 March 2023 and closed on 08 April 2023.� Based on the results of the notice, a total small business set aside determination was made. The NAVAIR Office of Small Business Programs concurs with the set-aside determination.� This notice of intent is not a request for competitive proposals.� However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
