SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing the Pharmaceutical Returns/Waste Software Application for the VA Portland Health Care System Pharmacy. Potential Contractors are invited to provide a response via e-mail to Contract Specialist at sangmi.kim@va.gov by November 14, 2023 12:00 PM (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. BACKGROUND: The VA Portland Health Care System Pharmacy has a requirement for a Contractor to provide the Pharmaceutical Returns/Waste Software Application including Comprehensive and Ongoing Training and Customer Support Access. Please see the draft Statement of Work below for requirements. Please state if your FSS Schedule is under Group 66 III Cat 605-2A________ 2) Please submit a brief capability statement (maximum two pages) with enough information to demonstrate to the Veterans Affairs that you have resources, trained and authorized personnel to provide the Pharmaceutical Returns/Waste Software Application as required in the attached Draft Statement of Work below. **Draft Statement of Work** As of 11/02/2023 Contract Title: Pharmaceutical Returns/Waste Software Application Background: The VA Portland Health Care System Pharmacy has a requirement for a Contractor to allow all VISN20 Pharmacies to process expired pharmaceutical medications for credit. Scope: The VA Portland Health Care System Pharmacy Service would like to have access to software program for both the Portland and Vancouver Pharmacy sites. Specific Tasks: The VA Portland Health Care System Pharmacy Service requires a web based software program for turning in drugs for destruction when they expire, when they need to be returned for credit or when they are no longer needed. The software program should allow Pharmacists and Technicians within Pharmacy service the ability to enter the National Drug Code (NDC) of the drug, drug name, manufacturer, lot number, expiration date of the drug, the Drug Enforcement (DEA) schedule of the medication, the quantity and the reason for the destruction or removal from pharmacy. The software program must retain this information for up to 5 years. Reports may be generated from the company and be sent to Pharmacy Service leadership quarterly. The software program needs to provide Pharmacy Service instructions on where to mail creditable drugs for processing. In other words, the software needs to direct Pharmacy Service to a reverse distributer who will take back creditable drugs at no additional cost or to the original manufacturer. Performance Monitoring (if applicable): Software updates must be done monthly. Reports will be sent to the Pharmacy quarterly.
