Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service (FWS), Joint Administrative Operations, Acquisition & Property Operations. USFWS Safety Operations intends to award a firm fixed price sole source base plus four option year contract under the authority of FAR 6.302-1 only one responsible source to: KPA Services LLC 11080 Circle Point Rd. Westminster, Co 80020 The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services. The object of this sole source award is to have continued access to KPA�s KPA Flex system. FWS requires KPA Flex to implement safety and health software system that is a web and mobile application that will allow us to modernize our approach for safety and occupational health. KPA Flex will be required to (but not limited to) develop, integrate, and implement web and mobile application while providing industry specified safety and health requirements, quality standards, and best practices to assure a secure, reliable, and scalable business process management system. It is also critical to ensuring there is an efficient execution, monitoring, and controlling of risk at stations across the Service. This can be implemented via a customized plug and play safety and health software that includes a mobile inspection tool which is customizable to FWS. The software must include Safety and Health Forms, Follow-Up Inspections, Hazard Abatement, Mobile Reporting, Industrial Hygiene module for health monitoring, a Safety Data Sheet (SDS) Management System, Near Miss Reporting, Training modules for safety and health hazards, Job Hazard Assessments (JHA), Quick Response Codes (QR), and Administrative Functions. All items listed must be able to be performed by users that do not have Internet access nor cellular network access. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
