- Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Greater Los Angeles VA Healthcare System. 2237#: 691-24-1-2701-0002 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Pathology and Laboratory Medicine Department at the Greater Los Angeles VA Healthcare System require maintenance services to their Roche Cobas 6800 diagnostic system. Network Contracting Office 22, Services Branch 3, intends to award a sole source contract to Roche Diagonstic Corporation to perform maintenance service to the Roche Cobas 6800 diagnostic System. The proposed contract action will be awarded as a firm-fixed price contract for a period of performance of one (1) year at an estimated value of $44,649.00. ESTIMATED PERIOD OF PERFORMANCE: BASE PERIOD: 11/01/2023 10/31/2024 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The justification for a single-source award for maintenance services to Roche Cobas 6800 medical equipment, as per FAR 13.106-1(b), is predicated on the distinctive characteristics that restrict the availability of this service to only one source, Roche Diagnostic Corporation, the Original Equipment Manufacturer. The unique attributes of the Roche Cobas 6800 medical equipment, including its proprietary and intricate technology, diagnostic methodologies, and software systems, create a highly specialized and integrated system. The complex and highly regulated nature of this medical equipment necessitates a profound understanding of its design and operation, which is inherent to the manufacturer, Roche Diagnostic Corporation. No other service provider possesses the proprietary knowledge, technical expertise, and experience required to maintain, repair, and ensure the continued precision and compliance of this equipment. Furthermore, the critical nature of this medical equipment in delivering timely and accurate diagnostic results for our veterans demands a level of service excellence that can only be guaranteed by the Original Equipment Manufacturer. Therefore, due to the singular and irreplaceable characteristics of the Roche Cobas 6800 medical equipment and the indispensable expertise of Roche Diagnostic Corporation, a single-source award is both justified and necessary to ensure the uninterrupted delivery of essential healthcare services to our nation's veterans. Description of market research conducted and results or statement why it was not conducted: Market research was conducted to assess the suitability of a single-source award for the maintenance services of the Roche Cobas 6800 medical equipment. This research encompassed various components, including the utilization of the SBA's VetCert database to identify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) that could potentially provide these services. A combined 115 SDVSOB's and VOSB's were identifed utilizing a search of NAICS 811210 - Electronic and Precision Equipment Repair and Maintenance. Additionally, recent market research findings specific to identical requirements were thoroughly examined to identify any alternative service providers. This examination confirmed that there were no qualified vendors possessing the essential qualifications and experience necessary to effectively maintain the Roche Cobas 6800 medical equipment in past procurements. Moreover, the Government-Wide database (www.fpds.gov) was queried to identify any government contracts or vendors that might be suitable for offering these services. The results of this query conclusively demonstrated that, as of 2023, Roche Diagnostic Corporation remains the exclusive service provider for the specific Roche Cobas 6800 medical equipment and service associated with their products. To further support this determination, a sole-source memorandum provided by the Original Equipment Manufacturer, Roche Diagnostic Corporation, was considered. This memorandum underscores their status as the sole-source service provider, further substantiating the necessity of a single-source award. Based on the comprehensive market research conducted, which revealed no alternative qualified providers, and the corroborating sole-source memorandum from the Original Equipment Manufacturer, a single-source award to Roche Diagnostic Corporation is both warranted and essential to ensure the continued reliable operation of the crucial Roche Cobas 6800 medical equipment for the benefit of our nation's veterans. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
