- Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a Firm-Fixed priced, Base plus (4) Option Year contract to Fisher Scientific Company LLC for procurement of the following services: Item No Item Description Quantity Unit 0001, 1001, 2001, 3001, 4001 Cost-Per-Consumables/Reagents A1C-CELLULAR LINEARITY 5X2ML/PK (Catalog # 285536) 1 YR 0002, 1002, 2002, 3002, 4002 SAS HCG STAT 10MIU ULTRA 50/PK (Catalog # COL087751) 150 PG The A1C Linearity reagents are specific to the TOSOH G8 instruments currently in operation at the South Texas Veterans Health Care System (STVHCS). The SAS HCG Testing kit is a specific kit that can test both serum and urine with a unique sensitivity level. These reagents must be brand name and no other substitutions can be made without compromising patient care. There are other HCG test kits available commercially, but are not approved to test both serum and urine concurrently. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, a contract/order will be issued to Fisher Scientific Company LLC. without any further notice. The proposed contract actions are for supplies, which the government intends to negotiate with only one source. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed sole source procurement will be made by a pricing agreement with Fisher Scientific Company LLC.
