- This is a Combined Synopsis/Solicitation for Sanitary and Storm Drainage System and Inspection Service at USCG Academy. This public notice of this RFQ is prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures and FAR Part 17.2 Options, as supplemented with additional information included in this notice. This announcement constitutes only this solicitation. The Solicitation [60100-PR-24-0000004] is issued as a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. This Combined Synopsis/Solicitation requires registration with the System for Award Management (SAM) at the time a quote is submitted, outlined in FAR 4.1102(a). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01 effective 11/14/2023. This procurement is a 100% Total Small Business Set-Aside per reference FAR 19.5. The associated North American Industry Classification System (NAICS) Code is 562991 - with size standard $9.0M, Product Service Code: 4540. Location of Service: USCG Academy, 15 Mohegan Avenue, New London, CT 06320 Scope: Per Performance Work Statement (PWS), The contractor shall furnish all labor, material, equipment transportation and supervision to clean and inspect 141 storm drainage catch basins, 47 storm drainage manholes, 44 sanitary sewer manholes, and 3 grease traps. The intent of the contract is to conduct maintenance to ensure sanitary and storm drainage systems are clean and clear up a distance of 3 feet from each manhole/catch basin and to conduct a thorough inspection of the sanitary and storm drainage systems in order to minimize future failures. The Contractor�shall comply with all sections and entirety of the Performance Work Statement (PWS) 3.c_PERFORMANCE WORK STATEMENT Attachments: Blank SF-1449 Technical Exhibits & Inspection Reports. POP: Year CLIN Shall represent the total yearly cost � �Extended cost� per year. � Base year: 01-January-2024 thru 31-December-2024 Option Year 1: 01-January-2025 thru 31-December-2025 Option Year 3: 01-January-2026 thru 31-December-2026 Option Year 4: 01-January-2027 thru 31-December-2027 *Please Note: this is for a 4-year term* Service Contract Act Wage Determination No. WD 2015-4111 (Rev.-25) was first posted on www.sam.gov ""Wage Determinations"", applies to this acquisition and will be incorporated into the resulting contract. The contractor shall identify the Wage Category in their offer. Evaluation factors: Quotes shall reference total yearly Firm Fixed Price (FFP) amount per CLIN x 4. The initial award will be based on the following criteria: Lowest Price Technically Acceptable, availability to perform service & must reference completed site visit on proposal. Sam.gov must be active and interested parties MUST have all licenses and certifications current to date. Site Visit: MANDATORY Site Visit Scheduling will be via email.
