Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with GenIsys located in San Francisco, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Support for Lithograph Software Packages.�� Specific Requirements are as follows:� �Application and software support for three (3) software packages; BEAMER, LAB, and TRACER; GenIsys license number 425. Contractor shall provide the most up-to-date revisions and software releases for BEAMER, LAB and TRACER software currently in use at CNST. Contractor shall provide unlimited troubleshooting and support for technical matters pertaining to installation and debugging of the installed software packages. The contractor shall provide unlimited applications support for details regarding the use of BEAMER, LAB and TRACER Software. No resellers or 3rd Party Offers will be accepted. NAICS Code is 513210 �Software Publisher, with a Size Standard of $41.5M. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Ansys Inc. for this requirement.� Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 11/30/2023. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting.� JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:� Market research resulted in GenIsys, Inc. being the only vendor that can supply the three (3) software packages, because it developed BEAMER and TRACER software to aid users in optimizing electron-beam lithography processing and followed this with the development of LAB software to optimize optical lithography processing. These software packages are proprietary, and this company does not license nor approve others to service and support their product. The continuation of the applications and software support for BEAMER, LAB, and TRACER software will enable the NanoFab to maintain the most current and updated versions of these programs which NanoFab users are currently using.
