Description
On behalf of the Project Manager Combat Ammunition Systems (PM-CAS), the U. S. Army Contracting Command-New Jersey (ACC-NJ), located at Picatinny Arsenal, New Jersey, is conducting market research to identify potential, qualified sources capable of manufacturing and delivering the 155mm Bofors Nutating Shell (BONUS) Mark 2 (Mk2) munitions. �The associated National Stock Number (NSN) for the 155mm BONUS Mk2 is 1320. �Potential future production rates are to produce up to 450 BONUS Mk2 units per month.� The 155mm BONUS Mk 2 artillery-launched, fire-and-forget munition is capable of successfully combating armored vehicles. �Compatible with most existing artillery guns, BONUS Mk 2 is handled just like a conventional shell. �Above the target area, the BONUS Mk 2 carrier shell separates to deploy two sensor-fuzed munitions which then rotate in search of targets within a given search footprint. �As soon as a threat is located, the munition immediately moves into the attack phase to accomplish its mission and destroy the target. �Each of the two expelled munitions independently seeks and eliminates its own target, using an Explosively Formed Penetrator (EFP) warhead. �The munition�s high spin rate, high speed of descent and absence of a parachute make it difficult to detect and countermeasure. �If no targets are identified, the system self-destructs to avoid leaving live munitions on the battlefield. �MULTI-MODE SENSOR BONUS Mk 2 detects and identifies targets by processing signals received from passive infrared (IR) sensors covering multiple wavelengths. �The system then combines the results with signals received from the profile sensor to separate combat-worthy targets from false targets. �Using a combination of sensors, BONUS Mk 2 is effective against targets that use both passive and reactive protection systems.� Note:� The USG does not own the technical data package. To be considered as a capable source for this effort, all interested parties must submit the requested information, which will assist the United States Government (USG) in developing its acquisition strategy, as follows:� A)� Provide evidence of capabilities, specifically an ability to produce a minimum rate of 90 BONUS Mk 2 projectiles per month and a maximum rate of up to 450 BONUS Mk 2 projectiles per month; B)� Provide the ability to achieve a qualified and production-ready capability within 24 months after contract award;� C)� Provide a Rough Order Magnitude (ROM) cost to achieve the capability to meet minimum and maximum capacity requirements contained in this notice;� D)� Past manufacturing experience with 155mm BONUS Mk 2 munitions or similar products within the last ten (10) years;� E)� Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts;� F)� Experience with handling/storage of energetics and other hazardous handling/storage; G)� Provide evidence of In-house Quality Assurance System(s) in order to support the production program; and� H)� Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).� NOTE: All companies/potential sources must be registered in System for Award Management (SAM) at https://sam.gov/content/home This market survey is for informational and planning purposes ONLY and shall NOT be construed as a Request for Proposal (RFP).� Participation in this effort is strictly voluntary and at no cost to the USG. �Please identify any proprietary information submitted and any proprietary responses will be protected in accordance with the markings.� Submissions for this notice must be provided within fifteen (15) calendar days from the date of this publication at no cost to the USG.� The requested information shall be sent via electronic mail (e-mail) to Ms. Aj� Barnett at aja.m.barnett2.civ@army.mil and Ms. Arian Sommers at arian.r.sommers.civ@army.mil All inquiries shall be made via email ONLY.� TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.� All information provided will not be returned and will be held in confidential status.� If a formal solicitation is generated at a later date, a solicitation notice will be published.
