RFI Questions: 36C25724B0009 Revitalize Dom Halls and Walls (Project 674-23-250) Question Set 1: Please provide the basis of design (manufacturer & model #) for the acoustical ceiling tile. Armstrong 1728 Please provide the basis of design (manufacturer & model #) for the flooring. Mohawk VTP maple Please provide the basis of design (manufacturer & model #) for the ceramic floor tile. Walls and Floors existing tile was coated by contractor. Please provide the basis of design (manufacturer & model #) for the ceramic wall tile. Walls and Floors existing tile was coated by contractor. Please provide the basis of design (manufacturer & model #) for the LBT wood paneling. Same as original design Please provide the basis of design (manufacturer & model #) for the paint. Stucco Sherwin Williams mix. Accent walls Ascot Blue SW. Please provide the basis of design (manufacturer & model #) for each plumbing fixture. Delta Please provide the basis of design (manufacturer & model #) for the light fixtures. Commercial standard 4,000K dimmable 2x4 flat panels Should the warranty period be revised from 3 years to 1 year as is typical in federal construction? yes How long will it take for the owner to move between phases? The owner will need 1 week between each phase. Please identify the staging area on a floor plan. Staging area will be the footprint of the phase that is currently being worked on. To be discussed in further detail with perspective bid winner. Please provide as-built drawings to all by amendment. Please adhere with the provided construction documents. Is the 1 wood trim identified on AE-100 existing or new? The wood trim is an existing factor following the bottom portion as carpet cover walling. This will be removed and have a hand railing. Is any waterproofing required behind wall tile? yes Is any waterproofing required under floor tile? yes Is existing ceramic floor tile mudset?  yes Is epoxy grout required at floor tile?  Wall tile? yes Is any ceramic bull nose wall trim required at top of wainscot or edge of full height tile finish? yes Demolition of the existing wall tile will cause damage to the substrate.  What type of substrate will be required to replace the existing substrate at new wall tile if it is damaged?  Is green board sufficient?  Or is dens glass tile backer board required? Green board is sufficient Please confirm the replacement of the plumbing fixtures will also require the replacement of the flush valves at toilets. confirmed Please confirm the replacement of the plumbing fixtures will also require the replacement of the existing plumbing fixture carriers. confirmed Please confirm the replacement of the plumbing fixtures will also require the replacement of the shut off valves at the sinks (if present). confirmed Whose responsibility is it to salvage all wall mounted items and reinstall (including toilet accessories)? Contractor will be required to replace of all wall-mounted items and accessories. Confirm that all wall mounted items including toilet accessories are being mounted in the existing locations and no new blocking is required for their reinstallation. Confirmed. Replace blocking as needed. Multiple rooms are identified as rooms typically associated with plumbing such as W.C. or Bath, but plans do not graphically depict plumbing fixtures in some of the rooms.  Do these rooms require their plumbing fixtures to be replaced (for example, rooms 2A201, Bath 1A119E, etc.)? yes Plans do not depict any floor drains.  If any floor drains are required to be replaced, please issue revised plans identifying their locations. Will provide as-built plumbing sheets. Question Set 2: Confirm the VA will remove and reinstall all existing furniture. The contractor shall remove and or relocate all existing in coordination with the VA. Are door frames required to be repainted? Yes. The specs of color paint will be provided by the VA. If any work is required at stairs, please identify requirements by amendment. The walls and stairs of the stair wells shall be repainted to match existing. In addition, the ceiling tiles, ceiling grid, and light fixtures shall be replaced. Confirm no flooring or painting is intended or required in mechanical, Electrical, IDF, HAC and Comm. Rooms. Confirmed. Are there any existing wall mounted items such as handrails, crash rails, etc. that must be removed and reinstalled to accomplish the painting scope of work? Remove as needed. Plans are labeled plans and specifications, but the specifications have not been provided.  Please provide specification sections for Ceramic Tile, Acoustic Ceilings, Resilient Flooring, Paint, Plumbing and Electrical. Will verify. Please indicate where the contractor s laydown and parking areas are on campus. We will verify where the laydown area would be best located in coordinated with contractor. Confirm new plumbing fixtures are not being moved but will be installed in the same locations. Confirmed. Confirm new light fixtures are not being moved but are installed in the same locations. confirmed What is intended by interior wall panels on AD-100 and AD101? Please provide information on the material, attachment and locations. Wall finishes to be demolished and repainted. What is LBT Wood Paneling, reference keynote 1, A-103, A-104, A-105? LBT wood paneling flooring for rooms, hallways, and anything referenced in the plans. Reference A-103 thru A-105.  Are any floor bases required. None shown Yes Reference A-103 thru A-105.  What is the transition from Floor Tile to LBT Wood paneling at restroom doorways? Tiled transition strip that is chosen by the VA. Contractor to provide samples. AE-100 Keynote 3 refers to a 6 finish. What is the intended finish material? The keynote reference 3 is the Rubber profile base. Field verification of size AE-100 Keynote 4 refers to 1 wood trim. What is the intended profile, material, and finish of the wood trim? Replace as handrail. Will any toilet accessories be VA furnished and installed or will toilet accessories be removed and reinstalled by contractor? All toilet accessories will be removed and new installs by the contractor. Confirm no work is intended or required at existing doors. Existing doors sanded and painted if needed. Question Set 3: Will security background checks be required for each person on the jobsite? no Will this project require certified weekly payroll reports to show compliance with the Davis Bacon Wage Decision? yes Some resilient flooring products come in different wearing surface thicknesses which have a direct result in the longevity or lifespan of the product.  When providing the basis of design mfr/model, please be specific as to the thickness of the flooring or the thickness of the wearing surface required. Will be provided Please confirm contractors will have access to use the elevators for the transport of our materials and for personnel. yes Please identify on a floor plan the approved contractor path through the building to access the project sites. Will be proved to the awarded contractor. Contractors will assume the existing ceiling grid to remain is 8 above finish floor as indicated on plan sheets AE-100 thru AE-102.  If this is not correct and existing ceiling grid to remain is higher resulting in greater painting required, please clarify AFF dimension by amendment. Height is to match existing. Some portions of A-Wing 2nd Floor have had some wall mounted items removed in the common areas.  We assume that reinstallation of these unknown items is not in contract and are by the VA.  If this is not a correct understanding, please provide a list of items requiring reinstallation including locations, quantities and photos of the items being reinstalled. confirmed Much of the halls have an existing wood handrail.  Wood handrail is not depicted on the new elevation plans.  Is the existing wood handrail required to be demolished?  The existing wood and rail are existing and will be removed. The contractor will install new handrail systems through each project phase except the bathroom phase of Floor II B wing. Much of the halls have an existing thick unusual rope or heavy burlap type wall covering which could damage the gypsum board if required to be removed.  Is removal of this wall covering intended or required prior to painting? Material shall be removed. Wall shall be sanded and prepped for repainting. Much of the existing halls have an existing tall wood base.  Is this existing to remain or being replaced?  If existing to remain, is it to be painted or left as is? Replaced Please identify locations of existing furrdowns on Reflected Ceiling Plans A-106 thru A-108. Will be provided VA mentioned that some of the existing showers have already been remodeled and will be removed from the scope of this project.  Please identify these showers by amendment. Confirmed. The exterior walls in A-Wing 2nd floor were in pretty rough condition.  What type of prep is intended at these walls? Scope of the projects shall look new. This is a means and method issue. We understand that the lights to be replaced are to re-use the existing feeder to the light.  If that is not a correct understanding, please clarify otherwise by amendment. confirmed Please identify on a plan sheet where the water valves that service each wing are located. Will be provided. If there are any hazardous materials located within the project footprint, please identify by providing abatement quantities, specifications, and a survey. No hazardous materials For the painting scope of work, is the intent to mask (protect) and paint around wall mounted fire alarm devices, Controls Thermostats, card readers, TV brackets, etc.? Yes Refer to question above.  Please provide POC information for the (a) Fire Alarm, (b) mechanical controls, and (c) access controls contractors for this building. Will be provided to awarded contractor. If any exit lights are to be replaced, please identify locations and type by amendment. Existing exit lights shall be replaced. Question Set 4: Plans provided show locations of new ceiling mounted lights.  If any wall mounted lights are required to be demolished and/or replaced, provide plans showing locations of the demolished wall mounted light fixtures and locations and specifications for the new wall mounted light fixtures. Will provide Note 1 on floor plans AD-100 and AD-101 states Demo existing interior wall panels   We did not find any interior wall panels during the site visit.  Please clarify what the interior wall panels are and locations required to be removed. Wall finishes to be demolished and repainted. If any work is required (removal and/or replacement) to the Patient restroom countertops, identify these requirements by amendment to include plan details and specifications. Replace existing counter tops with solid surface countertops and undermounted sinks. Faucet shall also be replaced. Is existing wallpaper to be removed with gypsum board floated out prior to painting or is the wallpaper to remain and be painted? Prep existing gypsum board to paint. Please provide locations of the existing wallpaper. Prep existing gypsum board to paint. If any work is required at the existing wood windowsills, please add to the scope of work by amendment. No work The existing ceramic wall tile to be demolished in patient restrooms is 6 + while the new wall tile this spot is 4 which may require new gypsum board infill/patch in all patient restrooms.  Please clarify what the thickness of the existing gypsum board to remain is. Match existing tile. Please provide a gypsum board specification and required thickness. All gypsum board shall be type x and 5/8th inch thick. Is replacement of the sink P-traps required? Yes It looks like there is wall covering in the communal TV areas.  Is this wall covering required to be left as is, painted or removed with resulting gypsum board patched prior to painting? Removed, patched, prepped, and repainted. Some of the existing electrical cover plates seem to be missing in Wing A 2nd Floor.  Replacement of the cover plates are currently not included in the scope of work.  If required, please clarify. Provide and replace cover plates as needed. It appears that some of the existing door signs in Wing A-2nd Floor have been removed and are currently held in place with blue tape.  If permanent reinstallation of these door /room signs is required, please add this to the scope of work with requirements of the reinstallation method (screws/adhesive/etc.). The VA will install new signage for the rooms. Confirm all the furniture and equipment including wardrobe cabinets, bookcases, tables, recliners, sofas, chairs, cabinets, refrigerators, microwaves, coffee makers, T.V. s, VCR s, artwork, etc. will be removed from the construction area by the V.A. The contractor shall remove and or relocate all existing in coordination with the VA. Question Set 5: Where are the Specifications? Will provide Where are the rest of the Drawings?  The Coversheet, Index of Drawings, Finish Schedule, Paint Schedule, Plumbing sheets, Plumbing Fixture Schedule, Electrical Power & Lighting sheets, Light Fixture Schedule . . . All necessary drawings are included. Question Set 6: RFI Questions 1) Is this a tax-exempt project? Yes a. If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors? yes 2) Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only? Superintendent must cannot be on multiple projects. This person must be dedicated to this project only. 3) Can the Superintendent fulfil multiple roles? Yes a. If so, can they also fulfil the Quality Control role? Yes b. What about the SSHO role? Yes The contractor may not charge or bill as if these roles are being provided by separate personnel. If those roles are going to be fulfilled by the Superintendent, then that must be designated in the proposal. 4) Will the VA provide a spot for the Prime Contractor to set up a temp office? No a. Or should contractors include monies for a temp office, utilities, etc.? (We ask this because we know the VA has very little spare real estate). That is not a VA decision. If you need a temporary office, then designate that in your proposal. The VA will not be providing temporary office space. b. Will staging and/ or parking be an issue for this project? This will be coordinated in the pre-construction meeting. 5) Does the VA anticipate this project will require off hours work? All disrupted work shall be done after hours. a. If so, what trades or scopes will be required to perform off hours work? Any work to be required in the off hours will be coordinated through the COR for this project on an as needed basis. 6) When will the Specifications be released? Attached 7) Will there be more Drawing released with more Demo, details, schedules, and wall removal? No 8) Will there be any sprinkler work since there is only lighting shown in the ACT Plan? If so, who is the provider for the alarm and BMS? No 9) Will there be any HVAC work since there is only lighting shown in the ACT Plan? If so, who is the controls provider? No 10) Will there be any Call Systems in the Domiciliary? (i.e., Nurse Call Systems) If so, who is the controls provider? No 11) Will these floors be in use by Medical Center Personal and Patients during construction? If so, will ICRA Requirements and Risk Classification be issued? There will be a ICRA during this project because personal and patients will be close to the construction zone. 12) Drawing A105 shows floor tiles in HAC and Elec Rooms. Other flooring levels do not. Should this be removed from quote, remain for B Wing only, or Add to A Wings? Add to A Wing 13) AE-102 shows 6 Base in all the bedrooms. Will the 6 base be included in Group Room, Multi-Purpose Room, Quiet Room, Linen Closets and Patient Storage? Yes Question Set 7: Currently the patient rooms only have one 2x4 lay in light fixture, but the new drawings show 3-2x2 per room, is this correct? See revised drawing. The construction area of the existing building has a handful of atriums with decorative cove lighting. The drawings show these areas to be lay-in ceilings, is this correct in that the atriums are going to be filled in with drop ceiling grid? Will be coordinated with contractor. The restrooms in the patient rooms are hard lid ceilings and the drawings show these to now be lay in drop ceiling, is this correct? See Revised drawings The drawings do not mention the vanity lights in the patient room restrooms, are we to assume these will be blanked off and only use the overhead lighting? Vanity lights to be replaced Is the ceiling grid required 100% replacement or just the acoustic ceiling tile? 100% replacement Can a part number for the lighting be provided or at least some specifications? This would be for the 2x4, 2x2, and can-lighting. Will be provided Are the exit lights being changed out for new ones or reusing them? If so, can some specifications be provided? Existing exit lights shall be replaced. Will be provided. Can the existing lighting be used as temporary lighting if tied up above the grid, or does temporary lighting need to be included? Yes Are the outlets and switch plates being reused or do they need to be replaced? Reused and replace as needed. The contract documents specifically call out recycling, knowing that the Temple VA has a recycle center onsite, is it possible utilize this onsite capability for disposal/recycle or do we need to plan to recycle offsite? No, use offsite facilities With the demo of existing wall trim/chair rail and textured surfaces(carpet), is the intent to replace with a different style? The existing wall is outdated and is needing to be replaced with new paint coat and new handrails. With the replacement of plumbing fixtures in restroom areas, do existing wall tile/flooring remain or also get replaced? The existing tile and flooring shall be replaced as well. Question Set 8: Please clarify the work to include for work within Mech 1A110A, ELE 1A139, Mech 2A210A, ELE 2A239, HAC 2A239, Mech 1B110A, ELEC 1B139, and HAC 1B115. Replace tile floors and tile walls. Will each floor be available exclusively for this work or do you anticipate the work being phased in some fashion?  If phased, please describe. There will be a phased system for each floor. Phase I will be Floor 2 A wing because there is no resident in the area. Phase II will be Floor 1 A wing. This will allow A wing second floor to be complete and will be a sufficient move for residents living in the Floor 1 A wing. Phase III will be Floor 1 B wing. Then the last Phase will be Floor 2 B wing but only the bathrooms of Floor 2 B wing not the entire Floor 2 B wing. Towel bars, handicap bars, mirrors, shelves, toilet accessories, signage and similar wall attachments will likely be encountered during Living Area and Bath renovations.  How are these items to be handled? The Contractor will remove all furniture and equipment of the area and relocate them wherever directed by the VA. Question Set 9: During the site visit, the gentleman leading the tour from the VA mentioned he would get the As-Built drawings to all in attendance. My RFI is: Can we be provided the As-Built drawings for building 202 for this project? Will be provided Question Set 10: Good afternoon. I don't (see a) closing bid date on this request, are you still taking bids? At this time, we have not taken any bids. Bid due date will be shown on the amendment to the solicitation along with the answers to RFIs and other attachments. Question Set 11: Revitalize Dom Halls and Walls project, which includes the following: demo and replace all plumbing fixtures within the project area, along with all flooring, ceilings, and lighting.  The project shall also demo all existing wall finishes. The issued plans seem to be incomplete. I am only finding Architectural Plans. There are no plumbing or electrical plans. There also are not any Schedules and or information provided for the Following. New Plumbing Fixtures New Electrical Fixtures New Ceiling Type and Size New Paint Colors New Flooring New Wall Coverings Wood Trim (Chair rail) See attached drawings and documents. Question Set 12: 2.2         DESCRIPTION OF WORK - It is the contractor s responsibility to immediately repair any tampered with system at no additional cost to the government.   Question please clarify (If by the contractor, we cannot be responsible for outside tampering). If tampering occurs inside your limits of construction, it is your responsibility. g.            Construction sign and copy of IC permit shall be posted in the project site at all times.  All IC and dust control measures shall be implemented at all times. All construction workers shall have a current IC training sticker attached to their badges at all times. If this requirement is not met, workers will be removed from construction site. Refer to construction documents for additional information. Is there a cost for the IC Permit. We create that permit on site with coordination of the VA medical staff. You will just post the sign we provide on the door to construction site. Will the government provide the necessary IC training, No training required. Is there a cost for the IC Training to acquire the sticker. No sticker required. How soon will the IC Training be provided? No training required. What is the Construction Sign Size requirement. Sign created on site with coordination of the VA medical staff. You will just post the sign we provide on the door to construction site. Infection Control Risk Assessment Level 4. No training required. Revitalize Dom Halls and Walls project, which includes the following: demo and replace all plumbing fixtures within the project area, along with all flooring, ceilings, and lighting.  The project shall also demo all existing wall finishes. The issued plans seem to be incomplete. There are no plumbing or electrical plans. There are not any Schedules provided for the Following. New Plumbing Fixtures New Electrical Fixtures New Ceiling Type and Size New Paint Colors New Flooring New Wall Coverings New Wall Tile Wood Trim (Chair rail) Shown a Wall Protection Guard Vinyl type at the site visit (Please clarify) See attached drawings and documents. Please provide Color, Type, Style for the following items Wood Trim Flooring Floor Tile Wall Tile See attached drawings and documents. Will the Government issue badge s and/or keys for the Access Control Points to the doors in and out of the work areas? If so, how many does the government anticipate issuing? If not, will we be provided with a full-time escort during business hours to avoid delays in accessing the workspace? No, workspace will make available. How will the contractor submit daily logs, submittals, etc. to the Government? Electronically through email Section 1.16 Temporary Toilets Will the contractor be allowed access to the facility toilets, or does the Government require portable temporary units to be brought in? If bringing in our own, where would be the location of placement? Contractor is free to use bathrooms located in the area they are working in. Will the Government Require any Mockups of products and/or systems for this project? No Is the Contractor required to obtain permits or inspections from outside sources for the work being performed or is the Government assuming this responsibility? No Is there any known asbestos or lead in the work area to be disturbed? No Security: All contractors shall obtain and display a security badge in plain sight above the waist.  Contractors found without a badge will be immediately removed from VA property by VA Police Is there a cost to the contractor for issuing these badges? Contractor is to provide picture ID for all staff on site. ID shall be visible at all times. How many wings will be available at one time for the contractor to work in? 1 wing 1 floor During the site visit it was mentioned to make it look like another area we walked, this did not have wood chair rail. Please confirm what is wanted in these locations. confirmed There was mention of a possible alternate to this contract, for doing the flooring and wall tile for bathrooms in additional wings or other areas. These had been epoxy painted over the old tile If this is a bid alternate, please provide room dimensions of the area this work is to be performed. We will also need an extension to the bid date to offer this proposal.  If this may be a change order, then please disregard the question. Please see revised drawings I did not see a service elevator. If there is one, will the contractor be allowed to utilize this during construction? And where would it be located? Contractor shall use passenger elevator Please provide a copy of the sign in sheet from the site visit. Attendance roster will be posted as an attachment to the amendment used to post the answers to RFI questions. Sheet AD100 No Fixtures Shown Please see revised drawing Bath 1A100 WC 2A201 WC 2A256 Sheet A-103 and A-104 Note 1 LBT Wood Panel is the only note called out? Assume This should have been Note 2 TYP? Please see revised drawing Question Set 13: Can you confirm that the Bid Bond is also electronic and that we do not need to send an original via FedEx/UPS? Yes. Bid Bond is electronic. Please send copy via email. You do not need to send an original via FEDEX or UPS. Question Set 14: Will all work associated with this project able to be performed during regular working hours? All work will be performed during regular work hours of the day due to patients and employees in the area. If possible, no overtime work needed at night and should be avoided if all possible. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE.  Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct? Confirmed. This is not a design/build project. What are the IT Requirements No IT requirements Are we to do anything at all related to fire alarm/fire sprinkler? No, protect in place Please provide plumbing fixture schedule Will be provided Please provide light fixture schedule or spec of desired fixture(s). Will be provided Please provide a floor finish schedule See revised drawings Please provide an interior finish schedule see revised drawings Are there any TV hookup requirements? Yes Question Set 15: Going through the drawings and solicitation I see the drawings reference tile, paint colors, lvt, etc... but there is no finish schedule to price these items which is usually in the drawings or in the specifications. Do you know if those will be provided as well? See attached drawings and documents. Question Set 16: Toilet Partitions: Material? Solid plastic, phenolic or other? The pictures show metal, I would not use metal in wet areas. Style? I can t tell from the picture if the stalls are headrail braced at 82 or if the pilasters are floor to ceiling. Solid plastic Fire Extinguishers: Will fire extinguishers and cabinets need to be replaced? If so, what models will be required? No Are we to tie in electrical from the patient rooms back to the nearest splice or put in new conduit and wire? Back to the J box of which it came Question Set 17: 1. The drawings provided in the solicitation do not adequately provide enough information to describe the scope of work or provide details for pricing. We are hearing from our trade partners that they are requesting the following. Can you provide the following information in an amendment? As-Builts: Existing as-built drawings showing existing conditions of work for flooring, ceilings, walls, rooms, restrooms, HVAC and plumbing above ceiling items, electrical above ceiling, existing light fixtures, and circuitry for lighting. See attached drawings and documents. 2. The RFP calls for light fixtures to be demo and replaced with new. What type of light fixtures are to be used as replacements? Basis of design and spec? This information is not provided on the drawings. See attached drawings and documents. 3. There are no specifications provided with the solicitation. Specs are needed to understand how the contractor will meet the VA requirements for this project, the expectations, and the technical for submittals and quality control. Can you provide specs for the many required scope of work of this project in amendment? See attached drawings and documents. 4. The RFP calls for toilets, sinks, showers, and baths to be demo and replaced. There isn't information on existing conditions for replacement or information on replacement equipment. What is the basis of the design for the replacement of toilet fixtures and equipment? What are the technical qualities and requirements to be met? Does the existing plumbing sanitary, and water supply piping need to be changed? Will the new toilet fixtures cause issues with the existing building plumbing and sanitary supply and removal? See attached drawings and documents. 5. The demo drawings call for the removal of existing ceilings and replacement. Can you provide in amendment, as-built drawings that show the current conditions for ceilings? We can't tell which rooms have drywall ceilings or acoustical ceilings or how these are installed for demo and replacement. What are the existing conditions above the ceilings on how to re-install acoustical ceiling grids? What kind (basis of design) and make for acoustical ceiling grid and tile to be used? See attached drawings and documents. 6. The demo drawings call for the removal of flooring and replacement. In bathrooms and restrooms, are we to remove and re-install existing bath accessories such as grab bars, toilet tissue holders, mirrors, dryers, etc.? Is the ceramic/porcelain tile to be removed from the bathroom or restroom walls? Can you provide by amendment the makeup of walls for bathrooms and restrooms for demo and replacement? What type of tile, make, and pattern is to be used? See attached drawings and documents. 9. Will the owner be removing the owner's furniture, fixtures, and equipment in the work area prior to the demolition phase? See attached drawings and documents. 10. Are there phases for the work to be used or directed? How many areas / locations can be worked on at the same time? See attached drawings and documents. 11. What are the ICRA containment requirements for these areas? This is not provided. ICRA Level 4. A permit sign will be created on site with the coordination of the VA medical staff.
