- Description
- This requirement is to seek technical advisory support for developing production procedures and protocols that can be easily followed and executed at scale by a third party under a separate contract. We are not looking to replicate traditional ways of working and instead looking for potential new ways of working at substantially lower cost and in a timelier fashion, and with higher quality across data quality dimensions (please refer to Framework for Data Quality https://nces.ed.gov/fcsm/pdf/FCSM.20.04_A_Framework_for_Data_Quality.pdf). The Contractor shall provide, to the government, technical advisory support for the development and dissemination of reports and web products on educational topics, in a manner that aligns with the NCES Strategic Plan; meets the highest methodological standards; are accurate, relevant, timely, useful, accessible to the vast spectrum of NCES user segments, as efficiently as possible, and appropriate to NCES�s role as a recognized statistical agency. Such support will entail a wide array of activities. Activities may include but are not limited to: designing and/or conducting statistical analyses; developing tabular, technical, short-format, and indicator reports; revising manuscripts in response to editorial and technical comments, designing and/or conducting ad hoc analyses in response to external requests; and redesigning and modernizing development for ARIS products. The rapid production cycle for Annual Reports requires that drafts be submitted in a format compliant with NCES standards (https://nces.ed.gov/statprog/standards.asp).�Please refer to Attachment A: PWS for the full scope of requirements.
