Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for two Electrical Upgrades projects. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project.� The NAICS code for these procurements are 238210.� Gatehouse Electrical Upgrades, East Brimfield Lake, Fiskdale, MA The project is planned to be issued in the January 2024 with construction to take place in Spring/Summer 2024.� The project is expected to take approximately 2 months to complete construction.� The estimated construction cost is between $250,000.00 and $500,000.00. The dam at East Brimfield Lake is located on the Quinebaug River in Sturbridge, about 20 miles southwest of Worcester and 23 miles east of Springfield. Construction of East Brimfield Lake began in May 1958 and was completed in June 1960. The work associated with this project is to upgrade the existing 100A, 120/208V, 3�, 4W switchboard and 100A MLO, 120/208V, 3�, 4W lighting panel within the same enclosure inside the gatehouse at East Brimfield Lake Dam. Additionally, the gatehouse feeder from the existing 100A-3P circuit breaker in the panelboard within the utility building, routed to the gatehouse switchboard in steel conduit in the dam�s concrete envelope, shall be pulled back, removed, and replaced in existing conduit. Branch circuit conductors from the gatehouse switchboard and lighting panel (i.e. Gate Hoist Motors, Electric Unit Heater, Lighting, Receptacles) shall be removed and replaced to the first device, within existing conduit. Option items to be included in this project include removal and replacement of existing floodlights; removal and replacement of interior lighting fixtures; and removal and replacement of the existing unit heater. Electrical Upgrades to Recreational Area, North Hartland Lake, North Hartland, VT The project is planned to be issued in the February 2024 with construction to take place in the fall of 2024.� The project is expected to take approximately 2 months to complete construction.� The estimated construction cost is between $500,000.00 and $1,000,000.00. The dam at North Hartland Lake in Hartland is located on the Ottauquechee River, 1.5 miles above the confluence of the Ottauquechee and Connecticut Rivers. The project provides flood protection to downstream communities on the Connecticut River. Construction began in June 1958 and was completed in June 1961. The intent of this project is to upgrade the existing 70A, 480V-1�, direct buried cable feeder to the recreation area and upgrade the electrical utilities at the two existing RV sites, along with their distribution. This will include a new direct buried duct bank, containing the feeders for the recreation area (70A-3P circuit breaker in MDP) and for the RV sites (100A-3P circuit breaker in MDP). Two new feeder will need to be provided within an existing direct buried conduit. New feeders within existing conduit shall be routed from new distribution to new RV pedestals provided under this project. The existing primary circuit breaker, transformer, panelboard, and feeders between equipment within the tool shed shall be removed and replaced with new in their existing location.� The existing utility transformer, secondary metering, service disconnect, diesel generator, ATS, and main distribution panel are intended to remain in their entirety.� Interested firms should submit a capabilities package to include the following:� business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm�s experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror�s effort and their experience must also have been performed within the last seven years. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by December 15, 2023.
