Description
The Office of the Program Manager � Saudi Arabian National Guard (OPM-SANG) in support of the OPM-SANG Modernization Program, has a recurring requirement for Aviation Training and Support Services (ATSS) that functions as a force multiplier for OPM-SANG in its mission to develop a more capable, self-sufficient defense force for the Saudi Arabian Ministry of National Guard (MNG). �The MNG has source-directed this contract to be awarded to Team GDC-Middle East (GDC-ME) to continue services currently being provided on the follow-on bridge contract, W90BRJ-22-C-0006. OPM-SANG proposes to enter into a Hybrid Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF) and Cost Reimbursable type contract for this requirement. The ATSS experience has been that the MNG frequently changes requirements based on political, military, and royal family influences. It was determined that a FFP contract type would not be appropriate due to the history of instability for this requirement. The CPFF contract structure is more efficient and allows OPM-SANG and MNG the needed flexibility to adapt the training to the current situation on ground; in the supply and sustainment of the current and anticipated aircraft fielding; in the number�of instructor pilots that will require training and will allow for safety upgrades as airfield safety regulations are updated.�
