Box 25287 12795 West Alameda Pkwy Denver, CO 80225-0287 Point of Contact: Jason Longshore, Jason_longshore@nps.gov Place of Performance: Rocky Mountain National Park, Colorado Place of Performance Country: USA Title of Project: Restore Barn and Tack Shed destroyed by fire General: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a small business competitive basis from businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Governmentwide Point of Entry (GPE) website at http://sam.gov. Solicitation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, or Adobe PDF. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on https://sam.gov without registering. The Governmentwide Point of Entry (https://sam.gov) website has a �watchlist� by registering in sam.gov. Specific instructions can be found on sam.gov. Registering provides the opportunity to receive notifications, this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the System for Awards Management (SAM) at www.sam.gov . This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting our proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated December 18, 2023 This is currently an unfunded requirement with high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. Size Standard: $45 Million Title of Project: Restore Barn and Tack Shed destroyed by fire Project Description: The Colorado River District (CRD) Barn and Tack Shed were lost to the East Troublesome Wildfire in October 2020. The Barn and Tack Shed served essential roles for both the Trails and Packing programs on the west side of the park as both relied on the buildings for storage of tools and materials as well as acting as the housing facility for the seasonal packing stock. This project will consist of the design and construction of a replacement barn, which will provide the 15 person CRD trails and packing program an operating and storage space that also includes space for housing and care for 12 stock animals. The CRD Barn will be built near its previous location near the CRD maintenance building in Grand Lake, Colorado. The barn must contain space for packing animals, indoor hay storage, a trails maintenance and storage area, an office with at least two workspaces, a laundry room for stock equipment, and an employee restroom. The building should be designed to fit in with the surrounding forest environment and should be of the typical Colorado and Western US high elevation barn architectural style. All portions of the building should allow for multi-functional capabilities, allow for open air flow, and maximize the amount of natural light. The anticipated POP of 300 days includes potential weather shutdown. Estimated Price Range: $1M - $5M Estimated Period of Performance: 300 Calendar Days Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small, disadvantaged business, and women-owned small business concerns. Such concerns must also, have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
