- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source annual membership into the Asia Pacific Accreditation Cooperation (APAC). SOLICITATION NUMBER: NB601020-24-00454 RESPONSE DATE: 12/18/2023 DESCRIPTION: The National Institute of Standards and Technology performs leading-edge measurement science research, working closely with stakeholders to impact a broad range of science and technology areas. With this research, NIST works with the National Voluntary Laboratory Accreditation Program (NVLAP). NVLAP provides third-party accreditation to testing and calibration laboratories in response to legislative actions or requests from government agencies or private-sector organizations. NVLAP-accredited laboratories are assessed against the management and technical requirements published in the International Standard, ISO/IEC 17025. The Asia Pacific Accreditation Cooperation (APAC) is a cooperative arrangement among laboratory accreditation bodies. APAC is a regional cooperation among accreditation bodies in the Asia Pacific region. The contract pays for services to the signatories (members) of the agreement. Part of APAC�s role is to provide a forum for the exchange of information among its members on accreditation and related issues, with the aim of continual improvement of accreditation services offered in the region. Through the APAC Mutual Recognition Arrangement (MRA), APAC facilities the acceptance by Governments and industry in each economy of reports and certificates from facilities accredited by signatories to the MRA. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with APAC located in New Zealand to purchase this membership. Sole Source justification is based on the following: Market research has shown that Asia Pacific Accreditation Cooperation is the sole company who can provide this membership to NIST. NAICS code for this requirement will be 541990 � All Other Professional, Scientific and Technical Services with a small business size of $19.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 12/18/2023 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
