- Notice of Intent In accordance with VAAR 819.7008 a contracting officer may award a contract to a certified service-disable veteran-owned small business (SDVOSB) listed in the SBA certification database using other than competitive procedures. The contracting officer s determination to make a sole source award is a business decision wholly within the discretion of the contracting officer. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires a brand name web-based electronic journal collection. This requirement is for subscriptions from various Publishers that will be made available throughout the VA healthcare system. The Library Network Office (LNO) has collected Medical and Health Sciences journal publishers content for the last eleven years. LNO subscriptions includes peer-reviewed journals in many medical specialties. Those journals are authored by renowned scientists, researchers, scholars, and professionals. Its journal content platform allows the user to browse by subject, and to drill down to the journal and individual title level. Radio Graphics & Radiology Combo Subscription (Radiological Society of North America (RSNA)) is published regularly since 1923 by the Radiological Society of North America (RSNA), Radiology has long been recognized as the authoritative reference for the most current, clinically relevant, and highest quality research in the field of radiology. Journal of EMDR Practice and Research (Springer Publishing) RadioGraphics is one of the premier education journals in diagnostic radiology publishing 20 practice-focused articles spanning the full spectrum of radiologic subspecialties and addressing topics such as diagnostic imaging techniques, imaging features of a disease or group of diseases, radiologic-pathologic correlation, practice policy and quality initiatives, imaging physics, informatics, and lifelong learning. The Journal of EMDR Practice and Research (JEMDR) is a quarterly peer-reviewed publication devoted to integrative, state-of-the-art papers about EMDR therapy. It is a broadly conceived interdisciplinary journal that stimulates and communicates research and theory about EMDR therapy and its application to clinical practice. Journal of Medical Ethics (BMJ) Ethics is a monthly peer-reviewed academic journal covering the field of bioethics that was established in 1975 and is published by BMJ. According to the Journal Citation Reports, the journal has a 2022 impact factor of 4.2, ranking it second out of 16 journals in the category ""Medical Ethics""[1] and sixth out of 57 journals in the category ""Ethics"". Journal of Cognitive Neuroscience MIT Press is a monthly peer-reviewed academic journal covering cognitive neuroscience. It aims for a cross-discipline approach, covering research in neuroscience, neuropsychology, cognitive psychology, neurobiology, linguistics, computer science, and philosophy. The journal is published by the MIT Press and the Cognitive Neuroscience Institute. This procurement is being conducted in accordance with FAR Part 13. The NAICS code for this procurement is 519290 and the small business administration size standard is 1000 employees. This notice of intent for direct award to Graham Advisory Network is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall include publisher reseller authorization and compliance with Limitations on Subcontracting, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
