- Notice of Intent to Award a follow-on Contract THIS IS A NOTICE OF INTENT TO AWARD A LOGICAL FOLLOW-ON CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Division of Human Capital intends to award a firm fixed price follow-on contract under the authority of FAR 8.405-6(a)(1)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures. The logical follow-on contract will be awarded to: David T Scott & Associates LLC 3033 Wilson Blvd Arlington, VA 22201 The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services. The object of this follow-on award is to provide additional time for the vendor, David T Scott, to complete the development, testing, training, and implementation of OCX code base. In addition, David T. Scott will be responsible for providing O&M support for all modules of HCMS. The original contract was awarded on 31 July 2018 with 4 subsequent option years, where David T. Scott was tasked with updating the code-base for all modules under HCMS. During 2018 � 2020, U.S. Fish and Wildlife was undergoing organizational changes to form the central administrative branch now known as Joint administrative Operations (JAO). The upgrade to all modules of HCMS was delayed due to lack of clarity on HR processes and procedures as it related to hiring while JAO�s HR Operations arm was in process of being stood up. While the contractor was able to complete the development of Position Description Express (PDX) and Job Announcement Express (JAX), Fish and Wildlife Service was not able to make business decisions on Organization Chart Express (OCX) module until recently. David T. Scott conducted requirements gathering, design, and development of OCX upgrade since 1 Nov 2023. The project is currently in development phase, David T. Scott has completed 80% of the development of the OCX module. They have been extensively involved in the process since past 13 months, changing the contractor 45 days before go-live will have a significant impact on the timeline that is currently being conducted by the incumbent. A sole source follow-on contract for 9 months ensures continuation of the development, implementation and training pertaining to the upgraded OCX module is completed, and a stabilized product is handed over to the government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
