- Description
- In accordance with FAR 7.107-5(b)(2) and DFARS 205.205-70, this posting provides notification of the Department of the Air Force's intent to bundle requirements in the Base Infrastructure Modernization acquisition. Base Infrastructure Modernization is considered a substantially bundled contract action with expected benefits that are mission-critical for the agency�s success regardless of the quantifiable value of such benefits, and the acquisition strategy provides for maximum practicable participation by Small Businesses. Substantial bundling ensures centralized accountability to meet performance thresholds, which is absolutely necessary for the success of deploying BIM across the DAF. Currently, network requirements in response to mission changes are fulfilled through slower acquisition and integration processes, where Contractors are forced to work through multiple prime contracts for each base and build solutions that incorporate independently constructed systems per each base network. This creates bottlenecks within network infrastructure�s performance and continued relevance as technology and mission developments arise. In contrast, the BIM model makes it possible to receive a fully capable network infrastructure that is adaptive and measured by performance rather than delivery of a specific aspect of infrastructure. This holistic approach, wherein a single non-Government integrator is responsible and has the autonomy over all aspects of network infrastructure to continuously ensure network performance, is critical to the Government�s capability to meet mission requirements. Without substantial bundling and/or consolidation, none of the improvements in resilience, security, and performance to base networks would be possible. The current, pre-BIM model of network infrastructure continues to fall short of mission requirements. The BIM acquisition�s approach will deliver a resilient, secure, and high-performing network infrastructure where none currently exists. The attachment to this notification also includes the information required by FAR 7.107-4(b).
