Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH) intends to award a fixed price contract with one base year and two (2) twelve-month option periods to CENTER FOR PLASTIC SURGERY, P.C., Chevy Chase, MD 20815 on a sole source basis to provide plastic surgeon medical services to the Department of Perioperative Medicine (DPM). The National Institutes of Health, Clinical Center (CC) requires consultation and the expert opinion of a board-certified/eligible plastic surgeon upon request.� Due to the unique nature of the disease for patients at the Clinical Center, cosmetic, general and reconstructive surgery may be needed and a plastic surgeon best fits the needs of the CC patient population.� A plastic surgeon is able to perform a broad scope of procedures to restore the body�s normal appearance and function. The plastic surgeon for this requirement must be board certified/or eligible in plastic surgery. The Plastic Surgeon must be familiar with working in an academic environment where there are trainees and where patients are often on research protocols. The surgeon must understand the obligations and limits of the research endeavor as they are balanced against the need for urgent, lifesaving care. The plastic surgeon contractor will be responsible, in consultation with the primary physician, to evaluate patients, perform pre-operative consultation, plastic and reconstructive surgical procedures, and post-operative follow up.� The selected vendor will perform all services onsite and work in consultation with the primary physician.� Examples of cases performed at the Clinical Center include, but are not limited to:� soft tissue transfer; subcutaneous mastectomy; reduction mammoplasty; implant reconstruction; Latissimus reconstruction; rectus abdominus myocutaneous flap reconstruction.� CENTER FOR PLASTIC SURGERY, P.C. is uniquely qualified to perform this service. There are no other known plastic surgeons in the local DC, MD, VA metropolitan area that would be eligible to meet the necessary requirements and have the ability to provide on call services. A provider be skilled in multiple areas of reconstructive surgery such as rotational flaps for complex thoracic and abdominal oncologic surgery, which is essential for the needs of the NIH. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Officer, dehnerm@cc.nih.gov by the due date and time marked in this notice.
