- The U.S. Environmental Protection Agency (EPA) is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Cultural Immersion Leadership Development training for Senior Executives, Managers and Supervisors. Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that any future contract for these services will be a Firm Fixed Price (FFP), performance-based contract for one (1) year. The U.S. Environmental Protection Agency's Office of Air and Radiation (OAR) and of the Office of Air Quality Planning and Standards (OAQPS) is to preserve and improve air quality in the United States. To accomplish this, we compile and review air pollution data; develop regulations to limit and reduce air pollution and make information available to the public. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform all of the contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) The specific services or business objectives to which your potential capacity applies; and 3) Your capability statement addressing the specifics of this effort, with appropriate documentation. Results from this market research may be used to inform the strategy, structure, method, and details of forthcoming procurement(s). More specifically, the EPA is interested in identifying those services most appropriate for small business set-asides. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their capabilities. The contractor will be responsible to possess the necessary facilities, qualified personnel, supplies and equipment necessary to perform Cultural Immersion Leadership Development training for Senior Executives, Managers and Supervisors. The training addresses four Strategy Learning Pathways: Diversity Awareness, Intercultural Competence, Team Building Development, Belonging and Equity Practices. In 2023, we launched an office-wide Diversity and Intercultural Awareness Professional Development Training program. The program is a skill-building dialogue journey with staff related to diversity, equity, and belonging. The initiative will seek to foster cross-cultural humility and will focus on three fundamental areas: conversation facilitation, decision-making skills, and intercultural development. Support for this project is currently being provided under Purchase Order 68HERH23P0081 with Lighthouse Strategy Consulting LLC. The cited experience shall clearly indicate the capabilities to support the variety of efforts along with how these can be applied to meet EPA business requirements. All capabilities submissions responding to this sources sought shall sent via FedConnect no later than 11:00 a.m. Eastern DST on Wednesday, December 20 , 2023 in order to be included in the analysis.
