- PURPOSE: This RFI is posted to identify capable and interested companies for this requirement. Further, the Dept of Veterans Affairs is seeking feedback on the Statement of Work (SOW). The VA kindly requests capable and interested firms contact the contract specialist via email. STATEMENT OF WORK Project # 610A4-24-501 Install COM3000 Data Lines 10/26/23 Project Background: The project consists of upgrades to the facilities television (TV) infrastructure for the new COM3000 system. COM3000 is a Commercial Satellite Video Management System for Lodging and Institutions. The scope includes, but is not limited to, the following infrastructure improvements: provide power for TV equipment, install all cabling and equipment needed for COM3000 system upgrade affecting 83 TV units, fiber optic installed to each COM3000 switch, CAT 6A installed from distribution switch to each TV. All work to be completed at the VA Northern Indiana Health Care System Ft Wayne Campus, 2121 Lake Ave, Ft Wayne, IN 46805. Statement of Work: The Contractor shall provide all labor, materials, and equipment required to upgrade the facilities TV infrastructure needed for the new COM3000 system at the Ft. Wayne campus of the VHA Northern Indiana Health Care System. Follow specifications provided in the solicitation attachments. As a working hospital, the adjacent spaces and functions will need to be maintained to a high degree of coordination. Scheduling will be required to allow the continuation of the existing Hospital Services during the entire Construction Project. Contractor shall provide a project schedule prior to construction to minimize impact to hospital service. Install shall comply with Technical Information Library (TIL) accessible at: https://www.cfm.va.gov/til/index.asp Period of performance is 180 calendar days from notice to proceed (NTP). Scope Specifics: Contractor shall provide all equipment and material needed for COM3000 system. See Attachment I. The VA will provide the Uninterrupted Power Supply (UPS) needed for all equipment. Contractor shall provide satellite dish compatible with DirecTV COM3000. Dish to be located on the roof. Contractor shall install Fiber Optic Distribution Switch and server in penthouse located on 6th floor of Building 1. Contractor shall install all cabling and fiber optics needed for the system. The project entails 83 TV connections. The VA will furnish all TVs. Contractor shall install fiber optic to each Intermediate Distribution Frame (IDF) switch needed. All cabling to TVs shall be CAT 6A. CAT 6A cables shall not exceed 300 feet. Contractor shall be responsible for all cable terminations. Contractor shall install female RJ45 with stainless steel covers at each TV. Contractor shall provide patch cables to all TVs and as needed for equipment. Contractor shall provide all sleeves, raceways, J-hooks, and bridal rings as needed. Contractor may use existing underground raceways to outbuildings 2, 3, & 8. Contractor shall not interfere with sleeves and raceways designed for OIT. Contractor shall install one each IDF switch in Buildings 2, 3, and 8. Fiber optic cables shall be run through existing raceways to Buildings 2, 3 and 8 and shall be rated for outdoor/underground use. Contractor shall install one IDF switch in rooms 176A, 210, and 4308 in Building 1 (three total) Existing TV system shall stay active until new system is installed to minimize downtime of the TV system. Programming of COM3000 system is NOT a part of this project; this service is provided under a different requirement. Existing coax cabling shall not be removed but remain in place. Construction Phasing Project to be phased to not interrupt current health care services provided throughout the existing facility. Plans to be developed by the Contractor and approved by the VA to eliminate interruptions or kept to an absolute minimum. Emergency egress shall not be compromised during construction. Staging for construction materials will be available as close as possible to affected buildings, if necessary, during construction. Contractor is responsible for building construction/demolition remediation throughout construction process until the work is accepted by the VA. Contractor to coordinate with VA COR prior to all construction phasing and staging while on station. Contractor will need an escort while accessing and working in existing IT and Data rooms. Contractor to provide a schedule and number of escorts needed for each shift contractor is planning to work. Escort s responsibility will only be to let contractor into TR or Data rooms. Escorts cannot give direction or answer any questions pertaining to the project. Regulations and Requirements: Work Shall be performed during normal business hours, 7:00 A.M. 4:00 P.M. Monday through Friday except federal holidays. Contractor shall provide a site-specific safety plan. Contractor shall be required to follow all ICRA requirements set forth by the infection control staff. Contractor shall remove all trash and debris before the end of each shift. Contractor shall provide a minimum one-year warranty on all work performed. Contractor shall provide submittals to COR prior to install. Contractor shall provide a construction schedule before the start of work. ** End of Synopsis **
