- PRE-SOLICITATION NOTICE� ** NOTICE OF INTENT NOI-NIAID-24-2204557 NAICS � 334516, Analytical Laboratory Instrument Mfg This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Li-Cor Inc of Lincoln, NE to procure an Odyssey XF Data Integrity Bundle Imaging System as required by the Arobovirus Immunity Section (AIS) at the Vaccine Research Center (VRC) to perform investigations of the molecular biology of viruses, the interactions of viruses with host cells, the pathogenesis of viral diseases, and host defense mechanisms to viral infections. The goal of the Arbovirus Immunity Section (AIS) at the Vaccine Research Center (VRC) is to carry out investigations of the molecular biology of viruses, the interactions of viruses with host cells, the pathogenesis of viral diseases, and host defense mechanisms to viral infections. More specifically, the Arbovirus Immunity Section is working to understand the interactions of antibodies and insect borne viruses in quantitative and mechanistic terms and to apply the resulting concepts to understand polyclonal antibody responses elicited by infection or vaccination. This can be accomplished with the purchase of LI-COR Biosciences Odyssey XF Imaging Bundle for use in VRC-AIS. LI-COR Biosciences will be expected to provide and install the Odyssey XF Imaging Bundle: Possesses an automated focus and detection system with linear dynamic range of ~6 logs. Has two infrared lasers (lifetime >20K hours; emission = 685/785nm for excitation of fluorophores. Additional light sources for detecting common nucleic acid stains including SYBR and EtBr. LI-COR acquisition and advanced analysis software for data interpretation and publication. Installation and product familiarization after delivery of the unit will be provided. Warranty for parts and labor for total of one year after delivery. Installation: Contractor shall install the new equipment and associated peripherals (i.e., computer workstation, etc.) after delivery of the unit to the appropriate building and in-lab location. The contractor will make sure the unit is functional and working properly prior to government officials accepting the product as received. Training: Contractor shall provide an instrument training and software tutorials to new lab members at a specific time after the unit has been installed. The Odyssey XF Imaging system manufactured by LI-COR Biosciences is a unique, compact imaging system that provides the exact requirements of the government and the VRC to generate data necessary for the end goals of publication, funding, and most importantly, discovery advancement. The Odyssey XF Imager provides a linear dynamic range of greater than 6 logs which is essential to capture the entire range of data in one acquisition and in a single image file as required for these studies. The laser-based near-infrared fluorescence detection enables high fluorescence sensitivity, allowing the user to see and differentiate between different targets. Additionally, the Odyssey XF Imager is capable of a wide range of gel-based, membrane-based, plate-based, and slide-based applications, including quantitative Western blots, H&E staining, and the In-Cell Western Assay. The many applications supported by the Odyssey XF Imager will enable the lab to broaden their research and discovery opportunities with one single imager. With each Odyssey XF Imager, LI-COR includes Empiria Studio Software, a unique and powerful assay analysis and statistical analysis software that goes beyond signal indication to preserving the integrity of our data. This is the only imaging software available that incorporates publisher, granting agency, and industry best practices into the analysis as required by VRC. In addition to the features listed above, the Odyssey XF Imaging Station manufactured by LI-COR Biosciences possesses a small footprint which reduces the amount of space needed to house the unit and the associated computer workstation. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
