- NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a). The Department of Veterans Affairs, Network Contracting Office 22 (NCO 22) intends to issue a five year (one 12-month base year; and three 12-month option years); firm fixed prices; sole source award contract to VA Loma Linda Health Care System. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before December 23, 2023, at 8:00 a.m. Pacific Time by sending an email to James.Simms@va.gov. NAICS Code: 334290 Other Communications Equipment Manufacturing - primarily engaged in providing services one or more of the following: (1) consumer electronic equipment; (2) cameras (3) server; (4) communication equipment; and (5) other electronic equipment, without retailing these products as new. Background: VA Loma Linda Healthcare System s Nursing Service purchased and installed Avasure TELESITTER Solutions cameras and servers which enables trained care providers to monitor multiple patient s locations simultaneously from a centralized workstation. This enables trained care providers to respond and intervene to observations or audio alerts when needed to keep patients and VA care providers safe from harm. The existing TeleSitter solutions mobile cameras and server(s) are owned by VA Loma Linda Healthcare System and require annual licensing agreements. Scope: VA Loma Linda purchased and installed/set-up 10 (ten) mobile TeleSitter solutions mobile cameras and server which provides real-time, continuous audio/video surveillance of inpatient units (3600 pan, tilt and zoom) to enable trained care providers to monitor multiple patient s rooms simultaneously from a centralized nursing station. The contractor shall be certified to provide licensing and 24x7 support the for the existing AVASURE TELESITTER Solution to do the following: (1) consumer electronic equipment; (2) cameras (3) server; (4) communication equipment; and (5) other electronic equipment. Objectives: The VA Loma Linda Health Care System (VALLHCS) requires a service contract for 24x7 support for the existing AVASURE TELESITTER Solution to provide licenses for maintaining the AVANET TELESITTER Solution via SIERRA 7 (SDVOSB), authorized distributor to the VA by the OEM.
