- NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. �This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government�s intent to award a 5.5-month, Firm-Fixed-Price Bridge Contract, on a noncompetitive basis to General Dynamics Information Technology (GDIT), (CAGE 07MU1).� This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) and 3204(b)(B) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B) and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command-Orlando (ACC-ORL) and the Joint Multinational Simulations Center Indo Pacific (JMSC-IP) have identified a need to award a sole source contract to GDIT, (CAGE 07MU1), to continue performance of JMSC-IP Mission Training Complex (MTC) Training Service Support (TSS) requirements.� The current JMSC-IP Mission Training Complex Capabilities Support (MTCCS) Task Order expires 31 January 2024. �The contemplated sole source contract will include a limited performance period of five and one half (5.5) months, commencing 01 FEB 2024 � 14 JUL 2024, ensuring continuation of mission command (MC) training at the JMSC-IP Hub and Spoke MTCs.� Services performed under this sole source contract will include the continuation of non-personal services to support the Hub MTC to units stationed at and supported by Schofield Barracks, Fort Wainwright, Joint Base Elmendorf-Richardson, Korea, Japan and Fort Shafter. No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC) training, by the expiration of the current JMSC-IP Task Order performance period (31 Jan 24).� Award to anyone other than the incumbent contractor (GDIT) would result in a significant break in service. �Award of this limited Bridge Contract will ensure ample time for the Government team to complete source selection activities and execute award of new Task Order on the Mission Training Complex Capabilities Support (MTCCS) II Contract. This is not a request for competitive quotes. �The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B).� Any interested firms must identity their interest and capability to respond to the requirement no later than five (14) business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by 08 January 2024 at 1400 hours Eastern Standard Time (EST). Your response must include your stated�TECHNICAL KNOWLEDGE OF AND EXPERIENCE WITH�mission command (MC) training and information to demonstrate the Contractor�s ability to complete Phase-In activities and commence full performance by the end of the current JMSC-IP task order (31 Jan 2024). �Send your response to Daniel Steinhauer via email, daniel.j.steinhauer.civ@army.mil with a courtesy copy to Carly Haning via carly.j.haning.civ@army.mil. �All responding contractors must be registered to the System for Award Management (SAM).
