Description
The Military Correctional Complex (MCC) requires High Definition Satellite Services, including all necessary upgraded hardware, parts, labor, materials, and programming for two locations at the MCC at Fort Leavenworth, Kansas, consisting of the United States Disciplinary Barracks (USDB) and Midwest Joint Regional Correctional Facility (MWJRCF). Amendment 1, 21 November 2023 :� All questions will be submitted to Marilee Drennan at marilee.e.drennan.civ@army.mil before 30 November 2023.� Photos available upon request. Amendment 2, 4 December 2023:� �Extend date that quote is required to 20 December 2023.� Below are the questions received and answers to those questions. Amendment 3, 20 December 2023:� Extend date that quote is required to 28 December 2023. 1) Is the USDB building same as the Oscar building? There are two completely separate sites in different locations. Site #1: USDB. Consisting of 3 buildings; 1140, 1141, and 1142. Each building is broken up into areas using letter designations and commonly referred to using military phonetics. Hence Alpha, Bravo, �Oscar,�.etc.. Bldg. 1140 contains areas A,B,C (east), C (west), D/E, F/G, and H. Bldg. 1141 contains M and N Bldg.1142 contains areas O and P (this is where �Oscar� for O is) Site #2: JRCF. Consists of only one building-1147. It is broken up using letter designations as well and are A through P. 2) Are they willing to sign a lease or will this be a purchase? The answer to that question will depend on the prices submitted for the contract as well as what is included in it and type of payment plans available. Purchasing should offer a warrantee period (Two years was the last bid I had) on all electronics and a highly discounted man hour rate during same period. Training to operate and do simple maintenance and trouble shooting should also be included as well as anything needed such as a special connector or �dongle� or even certain program or laptop. Leasing-should include price lock for 2-3 years with maximum % of increase per year thereafter. 100% free equipment replacement (unless damage is deemed due to abuse) as the equipment won�t be ours. Technician availability and response times should also be determined as well as defining factors. Routine preventative maintenance schedules. Define what constitutes more immediate response( i.e. 1 channel not working or 4 or 8? 2 or 3 with lots of static? Etc..) and how immediate (one working day, one week, etc) Any special equipment like cables, �dongles� or laptop with special programs needed should be left onsite should sub contractors change or we need to be talked through fixing something in an emergency. 3) Do they have a POC for me to contact in case I would like to do a site survey? A site visit has not been scheduled. 4) You are requesting minimum 16 channels, then an additional 16 channel capability, so in reality 32 channels correct? 16 channels at site #1 (the USDB) and 16 channels at site #2 (the JRCF) Each facility will be programmed with the same channels. 5) Also you want 8 channel satellite blade, Quam output blade, & 1 additional ATSC blade install for back up redundancy correct? If a blade becomes bad, most likely it will affect not just one but 8 channels. A quick replacement will be required in this event. 6) You have no list of an Outside Local Antenna, but when I was on site the have elements missing on current local antenna and need a per-Amp, so are we to include a price of new antenna or use current antenna but not stand behind signal quality? All devices should be replaced regardless of what is there now.� Contractor will not use the existing antennae or even the amplifiers, splitters, surge arresters, or isolation transformers along the line. They are too old to rely on. The only thing that should be considered to be GFE (government furnished equipment) is the RG 6 cables running throughout the building and even then, IF and ONLY IF the contractors deem them fit for use. Should even a section of it prove to have too much line loss or a bad connector the contractor will need to replace.
