Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Anaerobe Systems for AS-500 Anaerobic Chamber with Accessories. J&A: The Bacterial Pathogenesis and Antimicrobial Resistance Unit in LCIM, NIAID studies antibiotic resistance in bacteria. This request is for the acquisition of an AS-500 anaerobic workstation and accessories. This instrument employs a unique and proprietary self-cleaning catalyst, meaning that the catalyst is baked itself without the need of continues user input. The workstation is equipped with a large vacuum-free interlock system, a 500-plate capacity temperature-controlled incubator, an H13 class HEPA filtration system, and touchscreen computer monitor inside the work area. This device will be used to study how antibiotic resistance evolves in anaerobic Bacteroides species and is required for its optimal growth and reproducibility of growth experiments, antimicrobial susceptibility testing, and omics studies in the context of the development of antimicrobial resistance. This is a sole source requirement. Do not substitute. Requirements: Environmental conditioning and control module, including an H13 class HEPA filter, electronic oxygen sensor with real-time oxygen level display, and humidity removal system with automatic condensation draining self cleaning/regenerating palladium oxygen removal catalyst with self-test function to verify catalyst activity LCD touchscreen display with chamber controls and diagnostics Airlock interchange system with automatic sliding interior door and gas-saving autocycle with minimal interior dimensions of 14W x 11 D x 12H, which operates vacuum less Smaller footprint for its capacity with maximal exterior dimensions of 61W x 32D x 39H and minimal interior dimensions of 42W x 28D x 30H 500-plate capacity incubator with minimal interior dimensions of 26W x 12D x 15H and consistent temperature monitoring and controlling with ~1?C throughout 0.1?C setpoint resolution. Its automatic temperature control ranges from room temperature up to 50?C. Furthermore, the incubator is placed at a 10.5 height above the floor supporting the installation of other devices (e.g., microplate reader) within the workstation. A minimum of two adjustable shelves within the workstation A minimum of four 120/240 VAC outlets within the workstation to facilitate other devices, along with integrated interior connections to HDMI, USB, and Ethernet Modular configuration as the chamber can be set-up as a double-wide chamber allowing two people to work simultaneously The workstation is made out of durable materials such as aluminum and stainless steel Includes two 24 long white LED lights for proper lighting within the workstation Six petri plate racks (each rack holds 24 plates) 15.6 touchscreen monitor mounted inside chamber Bench on wheels with maximal dimensions of 60W x 30D and two integrated drawers Requirements: Field Service Engineer labor, travel, and parts required for Corrective Maintenance visits with a targeted response time of 3 business days Priority status for technical support inquiries with a targeted immediate response time. A certified service engineer will conduct diagnosis and Corrective Maintenance procedures using the latest digital remote support tools One (1) scheduled annual standard Preventive Maintenance visit (standard PM kit included) Access to Unity Lab Services Online Knowledge Base Software and firmware updates upon request and in conjunction with a scheduled Preventive Maintenance or Corrective Maintenance visit (updates are defined as changes of the existing software version that are intended to improve its performance) The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2200406) to Bevin Feutrier at bevin.feutrier@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
