- � � � � � � � � � � � � �THIS NOTICE IS POSTED IN SAM.GOV FOR INFORMATIONAL PURPOSES ONLY This acquisition will ONLY be posted in the GSA E-Buy portal solely through www.gsa.ebuy.gov�and targets FSS contract holders under General Services Administration�s (GSA) Multiple Award Schedule (MAS) SIN 561499M - Mail Management, Systems, Processing Equipment and Related Solutions. The Internal Revenue Service (IRS) requires employee access to an automated web-based solution to assist IRS employees with the production, preparation and tracking of United States Postal Service (USPS) Certified Mail labels and Return Receipt Mail. The solution provided must comply with USPS to be eligible to receive discounted electronic Return Receipt rates and support letter size envelopes, flat (large) envelopes and parcels. Services described in the Performance Work Statement shall be provided for all IRS locations Nationwide. Locations may include but not limited to the IRS National Distribution Center (NDC), Alternative Media Center (AMC), IRS Campus facilities and IRS administrative office locations. This is NOT a solicitation for proposals, proposal abstracts, or quotations.� IRS anticipates the award of a firm-fixed price contract for this acquisition. The contract will consist of a 12-month base period and four (4) 12-month option periods. The anticipate performance period is 3/7/2024 - 3/6/2029. Lowest-Price Technical Acceptable (LPTA) procedures will be used to evaluate all price quotes received as a result of this solicitation. The following factors will be used to evaluate each quote received: (1) Past Performance, (2) Experience (3) Processing, and (4) Price Interested GSA�FSS contract holders�are encouraged to review the RFQ closely and submit their responses as instructed.
