- 12/27/2023 Amendment to update this notice and the attached SOW. See the attached SF30 for specifics. This Notice Replaces the Previously Cancelled Notice 75N97024Q00007 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (75N97024Q00008) is being issued as a Request for Quotations (RFQ). This solicitation document incorporates provisions and clauses and includes amendments thru FAC 2024-01 EFFECTIVE November 14, 2023, including all FAR Circulars issued as of the date of this synopsis. This requirement is set aside for small businesses. The North American Industry Classification System Code (NAICS) is 811210 and the small business size standard is $34.0 million. DESCRIPTION The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Library of Medicine (NLM), Library Operations (LO), intends to procure preventive maintenance support services for Zeta Micro scanners and SMC Software in the amounts and for the periods indicated: Qty 4 - CM-ZETA-AUR REPLACEMENT MAINTENANCE CONTRACT ZETA Serial Numbers: 61084, 61086, 61087, 61088 All are: Type: Zeta comfort No. HX-4899.01 Other info: Zuetschel GMBH D-72070 Tubingen) Qty 4 - CM-ZETA-SMC SOFTWARE PREVENTATIVE MAINTENANCE CONTRACT Period of Performance Base Period: January 1, 2024 - December 31, 2024 Option Period I: January 1, 2025 - December 31, 2025 Option Period II: January 1, 2026 - December 31, 2026 Option Period III: January 1, 2027 - December 31, 2027 Option Period IV: January 1, 2028 - December 31, 2028 See the attached SOW for specific details. Vendors shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. The following clauses and provisions cited herein are incorporated by reference into this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items (October 2015), FAR 52.212-2, Evaluation-Commercial Items (Nov 2021). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Price, and Past Performance. Technical and past performance, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (Nov 2023) The following FAR clauses apply to this acquisition: FAR 52.214-4, Contract Terms and Conditions-Commercial Items (Nov 2023)-With Addenda [Stop Work Order, FAR 52.242-15 (August 1989)]; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Nov 2023), as well as the following clauses cited therein: FAR 52.232-18, Availability of Funds (April 1984); FAR 52.242-15, Stop Work Order (August 1989) with Alternate I (April 1984); FAR 52.242-17, Government Delay of Work (April 1984); and FAR 52.232-33, Payment by Electronic Funds Transfer-System for Award Management (July 2013). Responses must be received in the contracting office by 12:00 PM EST on December 28, 2023.
