Description
SOURCES SOUGHT NOTICE VASCULAR-THORACIC SURGICAL SERVICES The Great Lakes Acquisition Center (GLAC), on behalf of the Captain James A. Lovell Federal Health Care Center (FHCC), 3001 N. Green Bay Road, North Chicago, Illinois, 60064 (hereinafter called FHCC), is seeking contractors to provide Vascular-Thoracic Surgical Services for the FHCC. The projected period of performance will be August 1, 2024 through July 31, 2025, with four one year options through July 31, 2029. Contractor shall provide a pool of at least three surgeons who are Board Certified/Eligible in one or more of the following specialties: Thoracic Surgery with noted vascular training, Vascular Surgery, or Cardiothoracic/Cardiovascular Surgery. These surgeons shall provide 24 hours per day/7 days per week on-call Vascular-Thoracic coverage, a weekly three-hour clinic, performance of ~52 hours of elective procedures/staff leave coverage/call-back per year, and participation in tumor board meetings one to two times per month. All clinics and elective intermediate surgical procedures will be performed at the FHCC. Tumor board participation will be through Microsoft Teams meeting utilizing Government Furnished Equipment (GFE). Emergency services will be performed off-site and are not included as part of this requirement. Contractor personnel shall be available to the FHCC to either perform or assist in Vascular and Thoracic surgical procedures. Contractor will also assist on other cases when appropriate. The on-call provider shall be available via phone for consultation for patient assessment within 20 minutes. If a patient s condition requires the physical presence of the on-call provider, the provider must be able to report to the FHCC within 60 minutes of the end of the phone consultation. All consults and admissions will be seen within 24 hours or sooner as required by the patient s clinical condition. In addition, contractor personnel shall come to the FHCC when necessary to make rounds and document patient treatment in the electronic medical record as well as follow-up on results from diagnostic studies (labs, imaging, etc.) and medications that have been ordered or require follow-up. Contractor personnel shall comply with FHCC medical record requirements and adhere to FHCC surgery staff policies. Progress notes shall be completed within the same shift or next visit. Contractor personnel shall participate in performance improvement activities as required by the FHCC Surgical Service. Personnel assigned by the contractor to perform the services covered by this contract shall have a full and unrestricted license in a State, Territory, or Commonwealth of the United States or the District of Columbia. Physicians must also possess and maintain a current BLS and ACLS certification during the life of the resultant contract. It is preferred that providers have current privileges at a nearby community hospital to ensure continuity of care for complex cases when treatment cannot be provided at the FHCC, and the patient must be transferred and treated as soon as possible. Personnel assigned by the contractor shall also be proficient in written and spoken English (38 USC 7402). Personnel assigned by the contractor to perform these services will be subject to credentialing, an Access National Agency Check with Written Inquiries (ANACI Background Investigation), and completion of mandatory training prior to providing services. The NAICS Code for this procurement is 621111; small business size standard is $16.0 million. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote/proposal or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government s use of such information. The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Supporting documentation must be furnished with sufficient detail to demonstrate the contractor s ability to comply with the above requirements.
