29 December 2023 Contracts Branch (fc) Beta SAM Action Code: Pre-Solicitation/ Synopsis Class Code: Z Subject: Prompton Boat Launch Paving, Prompton, PA Solicitation No.: W912BU24B0002 � Prompton Boat Launch Paving Set-Aside Code: Small Business Response Date: 13 January 2024 Place of Performance: Prompton, Pennsylvania The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract for the Prompton Dam Boat Launch and Visitor Paving project located in Prompton, PA in Wayne County. Contract work will consist of paving of a newly constructed launch, roadway entrances, and turnaround area.� An adjacent gravel visitor lot will also be paved.� The lot will be reconstructed to add approximately 20 passenger vehicle parking spots near the visitor pavilion. �Diagonal boat trailer parking encompassing approximately 20 spots will be added to the center island area, or maximum allowable. �The lot itself will transition from a two-way traffic segment to a single one-way traffic pattern.� A pour and push concrete boat ramp will be constructed and installed at the launch site.� Additionally, the contractor will be responsible to design a BMP for storm-water management and obtain necessary permits through Wayne County, PA.� �� The solicitation once advertised may contain options. The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation. Solicitation No. W912BU24B0002 will be issued on or about 16 January 2024 with a bid opening date occurring at least 30 days after the Solicitation.� Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The award will be made as a whole to one bidder in accordance with FAR Part 14 Procedures. The contract period of performance is 120 calendar days after receipt of Award/Notice to Proceed. The NAICS Code for this project is 237310 Highway, Street, and Bridge Construction and the small business size standard is $45 Million. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. � Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor�s responsibility to monitor FBO for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans� Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans� Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
