- This is a solicitation adhering to the requirements of FAR Parts 6 & 13 for�other than full and open competition. The Library of Congress (Library) is in the�process of purchasing the universal testing machine & warranty support.�The Library requires a single column universal testing machine to replace the extant equipment that is nearing the end of the period of manufacturer support and useful lifespan. Contract shall include all parts and equipment to meet specified parameters, installation, user training, shipping, and 1 year of warranty support. This is a lowest-priced technically acceptable competition. Please see the attachments.�
